GS-14: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service that includes the following:

You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.

Responsibilities
- Plans, develops, and carries out vital tasks in a Shared Services program area and serves as an expert authority and technical advisor.
- Serves as the technical authority for the Project Management Office (PMO) the incumbent provides technical and policy recommendations to the Program Manager.
- Serves as the IT systems development lifecycle project manager supporting all lifecycle phases: initiation, planning, execution, performance monitoring, and closure.
- Serves as the Team Lead, the incumbent is responsible for communicating assignments to Federal and contractor support teams, including actionable events, milestones, and/or program issues under review and the acceptable time frames for completion
- Serves as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building activities among team members.
- Maintains program and administrative reference materials, project files and relevant background documents and make available policies, procedures and written instructions from the supervisor.
- Serves as an advocate, coordinator, and facilitator for enterprise architecture issues, processes, methodologies, and activities with primary emphasis on addressing and satisfying the program's IT Strategic Plan goals and initiatives.
