This position is located in the Ronald Reagan Building and International Trade Center , 1300 Pennsylvania Ave., NW., Washington, DC, in the Office of Human Capital and Talent Management, Human Capital Services Center (HCTM/HCSC), with the U.S. Agency for International Development (USAID).

Responsibilities

As a Supervisory Human Resources Specialist, your duties will include the following:
  • Serve as a Deputy to the Director of the Human Capital Services Center (HCTM/HCSC). The HCSC consists of four teams: Classification Division, Civil Service Staffing Team, the Employee Services, and Benefits Team, and the Human Capital Services Team.
  • Provide direct supervision to a group of employees performing work at the GS-14 grade level and below.
  • Manage personnel management programs and services related to position classification and position management, civil service staffing and placement, delegated examining, employee benefit and retirement services, as well as customer service support, personnel action processing, and employee personnel records administration.
  • Develop and revise data reports and project plans related to day to day functional operational responsibilities and oversees accomplishment of assigned metrics. Develops and implements a Quality Assurance Program for assigned functions.
  • Lead and direct agency-wide staffing and recruitment initiatives for the Office of Human Resources, including managing staff responsible for developing and implementing the agency's outreach programs.
  • Create, implement and maintain internal review processes and procedures for each major program area within the Human Capital Services Center to ensure the integrity, quality, and efficiency of the programs.
  • As one of the primary USAID experts, provide authoritative interpretations of new or modified legislation or guidance material, such as U.S. Code; Congressional intent; judicial decisions, rulings, and decrees; OPM, Department, Agency, and other organizational directives; Executive Orders; and decisions and rulings from GAO, CBO, and Comptrollers General.

Time-in-grade requirements must be met by the closing date. This means that you must have served at least 52 weeks at the next grade level (or equivalent) below the grade advertised on this vacancy announcement.

Qualifications

GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) experience in human resources information (i.e., recruitment and staffing, employee benefits, classification, and personnel processing, etc.) to enhance programs that provide quality customer service for agency employees; (b) resolving different and unrelated problems and issues that affect long-range implementation and administration of human resources programs; and (c) experience providing senior-level consultation and guidance on policies, processes and functions related to Human Capital.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position.
