Summary

The Department of Commerce seeks an innovative and energetic professional to lead and manage the Enterprise Services organization, a comprehensive shared services delivery organization supporting customers across the Department in the areas of information technology, acquisitions, human resources, and financial management. The Executive Director will assure world-class customer service to the 12 client bureaus and work collaboratively with peers and counterparts across the Department.

Responsibilities

U.S. Department of Commerce has a broad mandate to advance economic growth and jobs and opportunities for the American people. It has cross cutting responsibilities in the areas of trade, technology, entrepreneurship, economic development, environmental stewardship and statistical research and analysis. The products and services the department provides touch the lives of Americans and American companies in many ways, including weather forecasts, the decennial census, and patent and trademark protection for inventors and businesses. Among many other functions, the Department oversees ocean and coastal navigation, helps negotiate bilateral trade agreements, and enforces laws that ensure a level playing field for American businesses and workers. The Department of Commerce has a $11.4 billion budget, 12 operating units and approximately 47,000 employees located in all 50 states, every U.S. territory, and more than 86 countries.

The Executive Director of Enterprise Services will be overseeing operations central to the Department's strategy and efforts to "create a lean, accountable, more efficient government that works for the American people."

The Executive Director for Enterprise Services will manage and execute the Department of Commerce's Enterprise Services portfolio. Duties include:
  • Providing the organizational vision, setting the strategic direction, and assuring quality and timeliness are met for every aspect of Enterprise Services delivery, with a focus on providing exceptional customer service.
  • Ensuring Enterprise Service goals are aligned with and support the Department's long-term objectives and strategic plans.
  • Advising senior leadership on the entire range of Enterprise Services matters, and building consensus among executives, senior managers, and internal or external stakeholders regarding strategies that contribute to more efficient shared services across the Department.
  • Anticipating the effects of legislative and administrative changes and initiatives and ensuring development of effective, legally-compliant, fully responsive shared services strategies that fully meet programmatic priorities.
  • Providing oversight, guidance and direction to federal and contractor Enterprise Services staff to ensure the Enterprise Services mission and organizational objectives are met or exceeded in the areas of information technology, acquisitions, human resources, and financial management.
  • Developing and implementing enterprise-wide actions, change management and communication strategies to support all start up and transition activities, for example: Talent Acquisition implementation, transition to a new Payroll, Personnel and Benefits provider, and enhancements to the acquisition self-service experience.
  • Ensuring the Enterprise Services organization manages service delivery, and monitors and evaluates performance of services using well defined performance measures and established best practices.
  • Regular and transparent reporting to key departmental officials and councils, and ensuring the Enterprise Services organization provides robust and predictable communications to all key stakeholders.
  • Enforcing Departmental policy to ensure compatibility of business processes across multiple directorates with Enterprise Services.
  • Designing and implementing strategies that maximize employee potential, and fostering high ethical standards in meeting the organization's vision, mission, and goals.
  • Providing an inclusive workplace that fosters the development of others to their full potential.
  • Making decisions on personnel policy matters affecting the operation, including personnel actions involving subordinates, employee grievances, workforce reductions, and adverse conditions.

    00 - While there is not promotion potential in the traditional sense, Commerce utilizes a fully open executive compensation rate range that allows for salary adjustments based on scope and responsibility of each position.

    Qualifications

    To qualify, applicants must provide clear evidence of progressively responsible executive level leadership experience and office management directly related to the skills and abilities outlined under the Executive Core Qualifications(ECQs) and Professional Technical Qualifications (PTQs) listed.

    Executive Core Qualifications: The following are the five ECQs and their fundamental competencies. The ECQs were developed to assess executive experience and potential, not to evaluate technical experience. ECQs measure whether an individual has the broad experience needed to succeed in a variety of SES positions.

    ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. (Competencies: creativity and innovation, external awareness, flexibility, resilience, strategic thinking, vision.

    ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.(Competencies: conflict management, leveraging diversity, developing others, team building)

    ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility)

    ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. (Competencies: financial management, human capital management, technology management)

    ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating)

    PROFESSIONAL TECHNICAL QUALIFICATIONS (PTQs):

    PTQ 1. Demonstrated ability to manage and lead enterprise-wide efforts to perform and improve administrative operations in areas such as information technology, acquisitions, human resources, and financial management for a large, organization or agency, including demonstrated experience functioning as a customer-focused strategic partner with senior leadership to solve complex issues and deliver high-profile projects within tight timeframes and budgets in a fast-paced and continuously changing environment.

    PTQ 2. Experience in leading organizational change in a fast-paced service delivery environment, experience in risk assessment and implementing major organization-wide initiatives, programs and processes, achieving buy-in and support from both internal and external stakeholders across a large, diverse organization.

    PTQ 3. Experience building and influencing coalitions across a large and complex organization with varying missions and organizational objectives, getting support for current and future initiatives in the administrative operations areas such as information technology, acquisitions, human resources, and financial management.

    Background Investigation: This position is designated as non-critical sensitive, moderate risk and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.
    Qualifications Approval and Probationary Period: Persons newly selected for career appointment to the Senior Executive Service must have their executive core qualifications approved by an Office of Personnel Management Qualifications Review Board and will be required to serve a one-year probationary period.
    Mobility: Individuals selected for Senior Executive Service positions may be subject to reassignment across geographical, organizational, and functional lines.
