This is a Direct Hire Authority (DHA) solicitation utilizing DHA for AcqDemo Business Management & Technical Management Career Path to recruit & appoint qualified candidates to positions in the competitive service.

Responsibilities

  • Serve as a Human Resources Specialist for JPEO-CBRND with responsibility for technical and operational aspects of the enterprise Human Resources Management Plans, Programs, and Policies.
  • Analyze human resources data to uncover workforce trends and potential areas of concern/strength.
  • Provide expert staff advisory services to HQ leadership and staff, and subordinate organization leadership and staff on Human Resource Management function areas.
  • Advise senior leadership, management officials, and Human Resources leadership on human capital strategic issues, project status, and recommends policies and practices.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: To qualify for this position you must have one year of specialized experience which includes 1) interpret human resources regulations; 2) analyze workforce data using software such as Microsoft Office; AND 3) provide input to strategic human capital planning program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/ GS-11).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

  • JPEO CBRND is participating in an alternative personnel system known as the Acquisition Demonstration Project. This NH-03 Tier I position is equivalent to the GS-12, Step 01 to GS-13, Step 10. This NH-03 position is subject to the JPEO CBRND control point policy and therefore pay will be set between $87,198 and $134,798.

  • If a MSP applicant is determined best qualified and selected, placement must be at the full performance level for priority consideration.
