Summary

This position is located in Air Traffic Organization (ATO), Safety and Technical Training, Strategic Outreach Directorate, Standardization Group, Resource Management Team (AJl-4140). This Group is the strategic planning arm of the organization. Standardization provides AJI with strategic alignment, direction, and resources to accomplish the mission, vision, and goals.

Responsibilities

As a Team Manager and expert in resource planning, he/she applies in-depth knowledge of management and program principles to lead and direct a staff consisting of senior analysts who lead or participate in cross-functional teams responsible for pre-planning, scheduling and allocating AJI human resources and skills to maximize AJl's capacity to deliver projects and to meet ATO and Federal Aviation Administration (FAA) goals and objectives. Manages the work of a large, multi-level organization typically through subordinate managers. He/she serves as the integration point for human resources across AJI Directorates both at Headquarters and the Field and provides leadership for highly complex and challenging activities under the minimal direction of a the Group Manager. This work directly impacts the safe and efficient operation of Safety and Technical Training and the ATO.

He/she applies a detailed knowledge of the technical aspect of the work directed and a thorough understanding of the principles of management and strategic planning to integrate the work of multiple projects to accomplish objectives. As the Team Manager, he/she develops and executes plans, policies, and programs; communicates organization's vision and objectives; sets priorities; assigns work to subordinates; coaches and develops employee capabilities; monitors and evaluates performance of organizational units, managers, and employees; approves leave; and takes or approves disciplinary and corrective actions. Approves substantive personnel actions, such as selections and promotions.

He/she uses an detailed knowledge of budget policies and procedures to define, plan and organize staff, and other resources. This includes managing the budget, allocating or reallocating resources among subordinates teams and requests for needed additional resources. Projects short and long term future needs and prepares justifications to support resource requirements. Actively promotes, supports, and participates in the FAA's Equal Employment Opportunity and Diversity Program.

He/she uses experience applying project/program management principles to create a resource plan that identifies and implements an organization and structure that optimize employee skills and that adhere to applicable position management guidelines. As an expert, he/she uses data management and automated tools, such as AJI personnel request and workforce development tools, to level resources across the Service Unit and to analyze data that take into consideration FAA policies, Government-wide rules and regulations, and external concerns. He/she leads groups in conducting requirements interviews, analyzing documents, and drawing connections so that AJI senior leadership is able to develop human capital strategies to meet objectives, improve efficiency and productivity, and to reduce roadblocks in meeting objectives.

He/she uses automated tool such as spreadsheets and database software to track, extract data, and prepare detailed reports and trend analysis to management. He/she oversees and directs the preparation of analytics and metric results for internal management review and decision making. He/she oversees the development of statistical charts and graphs to clearly articulate trends or to highlight information that leads to data driven decision making.

Contacts are routinely internal and external to the Standardization Group and the Directorate and include senior management, industry and stakeholders. He/she conducts briefings that convey strategic vision, and participates in meetings to collaborate on program direction and to collect user input. He/she frequently represents the Directorate and Safety and Technical Training at conferences or meetings related to a wide range of automation services and business development tools. Has the authority, within guidelines, to make commitments for the major subdivision, to establish new policies/procedures, and to make exceptions.

Qualifications

Applicants must demonstrate at least one year (52 weeks) of SPECIALIZED experience equivalent to the next lower grade/pay band (FG/GS-14/FV-J) in the Federal government or non-Federal equivalent. Specialized experience is defined as that which has equipped the applicant with the particular knowledge, skills, and abilities required to successfully perform the duties of the position, and is typically in or directly related to the line of work of the position to be filled.

**Applicants who do not demonstrate one full year of specialized experience will not receive further consideration for this position.**

SPECIALIZED EXPERIENCE:
  • Experience applying project/program management principles to create a resource plan that identifies and implements an organization and structure that adheres to applicable position management guidelines; AND
  • Experience using task and workflow analysis, such as Business Analysis Body of Knowledge (BABOK), automated tool and database software to prepare detailed organizational reports and to recommend process improvements.
