Summary

This position is located in Air Traffic Organization (ATO), Safety and Technical Training, Strategic Outreach Directorate, Standardization Group, Business Planning and Metrics Team (AJl-4110). This Group is the strategic planning arm of the organization. Standardization provides AJI with strategic alignment, direction, and resources to accomplish the mission, vision, and goals.

Responsibilities

As a Team Manager and expert in business planning metrics, he/she applies in-depth knowledge of management and program principles to direct a geographically dispersed staff consisting of senior analysts responsible for leading and/or participate in cross-functional teams responsible for conducting historical and predictive trend analysis, integrated products and work activities that directly impact the tactical and strategic objectives of Safety and Technical Training. Directs the work of subordinate employees and/or managers for multiple organizational units/projects/programs and across multiple functions and/or disciplines within a major subdivision. He/she serves as the integration point for business intelligence across AJI Directorates both at Headquarters and the Field and provides leadership for highly complex and challenging activities under the minimal direction of a the Group Manager. This work directly impacts the safe and efficient operation of Safety and Technical Training and the ATO.

He/she applies a detailed knowledge of the technical aspect of the work directed and a thorough understanding of the principles of management and strategic planning to integrate the work of multiple projects to accomplish objectives. As the Team Manager, he/she is responsible for strategic planning; communicating organization's vision and objectives; sets priorities; assigns work and responsibilities; coaches and develops employees and organizational capabilities; monitors and evaluates performance of organizational units, manager and employees; approves leave; and takes or approves disciplinary and corrective actions that involve non-managerial subordinates. Approves substantive personnel actions, such as selections and promotions.

He/she uses a detailed knowledge of budget policies and procedures to define, plan and organize staff, and other resources. This includes detailed knowledge of budget, human resource management, and other administrative policies and procedures; and a comprehensive understanding of the objectives of the major subdivision, the ATO and the FM. He/she manages the budget, allocating or reallocating resources among subordinates teams and requests for needed additional resources. Defines, acquires, and allocates budget, staff, and other resources to accomplish objectives for multiple organizational units/projects/programs and across multiple functions and/or disciplines. Projects short and long term future needs and prepares justifications to support resource requirements. Actively promotes, supports, and participates in the FAA's Equal Employment Opportunity and Diversity Program.

He/she uses experience applying project/program management principles to create actionable products that provide predictive and prescriptive metrics to enable informed management decisions. As an expert, he/she uses data management tools, such as modeling techniques and data standardization processes to develop new procedures, and approaches for the collection and analysis of data that take into consideration FAA policies, Government-wide rules and regulations, and external concerns. He/she leads groups in conducting requirements interviews, analyzing documents, and drawing connections so that AJI senior leadership is able to develop clear business decisions and formulate processes using task and workflow analysis such as Business Analysis Body of Knowledge (BABOK) baseline standards.

He/she uses automated tool such as spreadsheets and database software to track, extract data, and prepare detailed reports and trend analysis to management. He/she oversees and directs the preparation of analytics and metric results for internal management reviewand decision making. He/she oversees the development of statistical charts and graphs to clearly articulate trends or to highlight information that leads to data driven decision making.

Qualifications

Applicants must demonstrate at least one year (52 weeks) of SPECIALIZED experience equivalent to the next lower grade/pay band (FG/GS-14/FV-J) in the Federal government or non-Federal equivalent. Specialized experience is defined as that which has equipped the applicant with the particular knowledge, skills, and abilities required to successfully perform the duties of the position, and is typically in or directly related to the line of work of the position to be filled.

**Applicants who do not demonstrate one full year of specialized experience will not receive further consideration for this position.**

SPECIALIZED EXPERIENCE:
  • Experience using predictive and prescriptive metrics. such as such as modeling techniques and data standardization processes, to develop options and strategies that improve services throughout the organization; AND
  • Experience using task and workflow analysis tools, such as Business Analysis Body of Knowledge (BABOK) and database software to prepare detailed reports and to recommend process improvements.
