Summary

About the Position:
Position may be filled as a temporary promotion, temp reassignment, or temp change to lower grade (CLG) NTE 8 months by a current permanent Army employee. Temp promotions, reassignments, or CLG may be extended up to a maximum of 5 years, and may be made permanent without further competition.

Position may be filled as a temp appointment NTE 8 months, if a candidate is not a current permanent Army employee. Temp appointments may be extended up to a maximum of 3 years.

Responsibilities

  • Serve as the Battalion?s Assistant S-3 responsible for daily operations, short and long-range communications planning, coordinating, directing, and reviewing a variety of work functions.
  • Serve as the first level supervisor to the S3 civilian and military personnel.
  • Responsible for 24-hour notification and reporting of problem situations to Battalion staff, the 21st Signal Brigade, and Defense Information System Agency (DISA).
  • Provide operational and technical supervision for the 650+ personnel involved in the substantive work of mass movement of worldwide secure and non-secure high speed digital data information.
  • Solicit, interview, and select quality supervisory and non-supervisory employees, listen to group grievances, maintain discipline, review serious disciplinary cases, and recommend disciplinary actions involving key employees.
  • Provide recommendations and solutions for circuit/trunk/system outages and equipment failures.
  • Assign directed or agreed actions to appropriate branch personnel, follow-up on assignments to ensure adequate progress, and advise on unexpected problems.
  • Possess an expert technical knowledge of the operational/performance characteristics of communications equipment, network management systems, transmission media, and the relationship among integral parts of telecommunications systems.
  • Implement methods of meeting requirements and assure quality control of telecommunications services for the customers.

Specialized Experience: One year of specialized experience which includes analyzing and recommending methods for enhancing the efficiency of complex radio frequencies and wireless technologies; developing communication systems and network requirements or procedures to meet organizational objectives; and providing staff direction and advice relative to existing communication systems and radio frequencies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
