Responsibilities

As a Financial Management Analyst, you will:
-Prepare the budget submission narrative and supporting tables for the Internal, OMB and Congressional Budget Justifications, in accordance with OMB Circular A-11.
-Provide advice to senior leaders on the Federal budget process.
-Provide authoritative interpretations of Congressional legislation and OMB policies and precedents. Review, approve, disapprove, and recommend the amount and timing of allotments of funds to agency components and programs.

This position is located in the Office of Policy Development and Research (PD&R), Budget, Contracts and Program Control Division. PD&R is responsible for providing advice and information to the Secretary to further his policy agenda; for maintaining current information to monitor housing needs, housing market conditions, and the operation of existing programs; and for conducting research on priority housing and community development issues. The Budget, Contracts and Program Control Division manages the Research and Technology program budget, and the Salaries and Expenses budget.

The official duty station for this position will be in Washington, DC. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience:
For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13grade level in the Federal service. Specialized experience for this position includes:

-Assisting in the preparation of budget submission narratives and supporting tables for the Internal, OMB and Congressional Budget Justifications; AND
-Experience with using automated financial resources management systems, databases and MS Excel for performing funds control and allotment distribution, recording the commitment and obligation of funds, and data analysis and financial reporting; AND
-Preparing written products such as reports, briefings, or statements; AND
-Analyzing the financial position and financial statements of an organization

Time-in-Grade:
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13level for 52 weeks.

Time After Competitive Appointment:
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT:
