Job Description Job Summary This position is located in the Office of Workforce Planning, Policy, and Systems Management, Office of Human Capital and Talent Management and merges the skills and knowledge of Human Resource Management with automation procedures and operations in support of human resource functions. The Systems Management Team is responsible for developing and supporting agency-wide systems related to both Civil Service and Foreign Service human capital programs. The primary focus of this position is the support and maintenance of USAID's Talent Management System, LaunchPad. LaunchPad covers all elements of work, workforce, careers, HR services, candidate engagement and employee life events. LaunchPad is developed and configured on the ServiceNow Human Resources Service Delivery platform. The individual in this position serves as a technical point-of-contact for LaunchPad, providing system support, system administration, configuration and development, gathering requirements, collaborating with subject matter experts and stakeholders, testing of system changes, report writing and analysis, and data management. Essential Functions and Responsibilities Duties include: * Provides technical expertise and supports the maintenance, enhancement, future development, and documentation of LaunchPad. * Analyzes, recommends, develops, evaluates, advises and improves HR work methods and procedures through automation in LaunchPad. * Collaborates with and gathers requirements from users and stakeholders on system changes. Implements system changes per Agency protocol. * Coordinates and participates in the resolution of user issues and requests regarding LaunchPad. * Applies advanced Human Resources principles, concepts, methods, and practices to support development and enhancement of LaunchPad. * Determines actions required to resolve current or potential problems in LaunchPad's functionality. Troubleshoots system glitches, errors and issues as they arise. * Develops and configures new functionality in LaunchPad based on Agency priorities, stakeholder requirements and user feedback. * Produces dashboards, recurring and ad hoc reports and statistical information from LaunchPad. * Reviews, tests and implements of LaunchPad releases, upgrades or patches. * Serves as system administrator; manages system access requests and configures reference tables. * Recommends LaunchPad improvements and enhancements. * Develops and maintains written and online LaunchPad documentation, reference, and end-user training materials. * Delivers LaunchPad training to new and existing system users. * Coordinates meetings with users; tracks issues discussed at user meetings. * Serves as a key liaison with third parties and other stakeholders (eg M/CIO, Payroll). * Communicates system downtime, issues, and updates with users and stakeholders. * Maintains working knowledge of other Agency HR systems and how they interact with LaunchPad. * Participates in Human Resources Information Systems projects or program issues of broad impact, such as agency-wide impact. * Uses project management skills in managing projects. May provide overall project management for a given LaunchPad initiative. * Undertakes or participates in special projects, ongoing analyses, investigations and initiatives that have high priority for high-level management. Job Requirements Education and/or Experience Bachelors degree preferred Three to five years of HRIS or HR generalist or specialist experience, ideally in the federal sector. One to two years of project management experience a plus. Systems implementation experience. ServiceNow configuration and administration. ServiceNow System Admin certification a plus. Qualifications and Requirements * Excellent customer service skills. * Strong understanding of HR processes and data. * Strong analytical/problem solving skills. * Thorough knowledge of MS Excel, Word and PowerPoint. * Effective organizational and interpersonal skills including written and verbal communication skills. * Previous exposure to project-related activities through active participation in system-related projects. * Experience with using NFC, HRConnect, and eOPF a plus. Must have authorization to work in the United States as defined by the Immigration Reform Act of 1986. MUST BE ABLE TO OBTAIN AND MAINTAIN USAID FACILITY ACCESS
