Summary

The purpose of this position is to serve as a Lead Government Information Specialist (GIS) specializing in the Freedom of Information and Privacy Act (FOI/PA) Program, serves the DCSA Defense Vetting Directorate, including the DoD Consolidated Adjudications Facility (DoD CAF) and the Vetting Risk Operations Center (VROC), in the release/referral of records in response to FOI/PA requests.

Responsibilities

As a LEAD GOVERNMENT INFORMATION SPECIALIST you will be responsible for the following duties:
  • Review responsive records, withhold information that is exempt according to the FOI/PA and other applicable regulations and assemble release packages.
  • Process personal caseload of FOI/PA requests, while also training and conducting reviews of team members' work.
  • Must possess excellent writing and grammar skills.
  • Analyze material and make decisions regarding unique or unusual circumstances, and/or high-profile cases.
  • Consult with other federal agencies regarding release of their information when it is contained within DCSA records.
  • Handle Personally Identifiable Information (PII) breaches to include adherence to reporting requirements.
  • Notify individuals of incidents involving potential breach of their PII and handle follow-up calls and correspondence, to include offering credit monitoring to individuals, when deemed necessary.
  • Oversee the development and maintenance of internal standard best practices and/or instructional material for FOI/PA workloads, ensuring consistencies with FOI/PA requirements/regulations.
  • Responsible for facilitating the casework and special project efforts of personnel on the team and participating in the evaluation of each member's performance.
  • Assist in the formulation and continued development of user requirements for automation tools designed to streamline the processes associated with FOI/PA and file release programs.
  • Advise FOI/PA management of team and individual accomplishments and performance, and areas requiring attention such as training needed, team member performance inadequacies, workload fluctuations, etc. Contribute to the evaluation of the performance of team members.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

Specialized experience required for this position is: Extensive knowledge of the Freedom of Information Act, Privacy Act of 1974, and DoD regulations; expert analyses of witness declarations for FOI/PA cases going into litigation and coordinate legal matters; and senior knowledge providing briefings to internal stakeholders as required-on statutory and regulatory issues related to the FOI/PA.

Specifically you will be evaluated on the following competencies:
1. Database Administration - Knowledge of the principles, methods, and tools for automating, developing, implementing, or administering database systems.

2. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, considering the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

3. Policy and Privacy Management - Manages federal agency programs regarding Freedom of information Act (FOIA), Privacy Act, Domestic Privacy, and various applicable regulations, directives, and instructions.

4. Program Management - Applies the principles, methods, or tools for developing, scheduling, coordinating, and managing programs, projects, and resources.

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
