Summary

This position is located in the Technology Center and reports to either the Deputy Director for Technology. The incumbent serves as an Associate Director of one of the OFR's Systems Engineering sections and is responsible for overseeing, directing and managing systems engineering teams in the Analytics section consisting of skilled employees and contractors in the execution of their responsibilities.

Responsibilities

As a Supervisory IT Specialist ( PLCYPLN), you will:

Focus on the infrastructure, tools, products, services, custom development and tools used for analytic and data management purposes.

Manage and direct the information technology (IT) products, services, and operations that support OFR offices. The scope of work may include; servers and other computer devices, storage, COTs products, in-house developed tools.

Plan and manage the operations of OFR IT systems and services under your control; establish objectives, principles, policies, procedures and standards OFR-wide for the planning, management and operations of commercial, time-sharing, and resource-sharing services for providing quality service to customers.

Apply analytical processes to requirements gathering, planning, design, and implementation of new and improved infrastructure management systems to meet the business requirements of OFR and customer organizations.

Develop or provide input for planning, budget formulation and tracking, security, configuration, and problem management processes related to analytic infrastructure engineering, development and management of IT analytic solutions that support OFR mission and functions.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience: For the OR-70 (GS-15 equivalent) you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the OR-60 (GS 14 equivalent) grade level in the Federal service. Specialized experience for this position includes:

-Experience applying Hadoop, HPC (High-Performance Computing) and other Big Data technologies and tools, AND
-Experience using cloud, DFS ( Distributed File System) and traditional storage services, AND
-Experience working with a multitude of high volume data base servers, AND
-Experience in desktop environments with high performance analytics, AND
-Experience with security requirements for Hadoop, HPC, DFS, Cloud, Databases, and Desktops in high-performance analytics setting AND
-Experience overseeing and directing the work of a subordinate Supervisor or Team Lead.

In addition to meeting specialized experience, applicants must also show proficiency in 1) attention to detail, 2) customer service, 3) oral communication, and 4) problem solving.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the OR 70 ( GS 15 equivalent), you must have been at the OR-60 (GS 14 equivalent) level for 52 weeks.

The Office of Financial Research (OFR or Office) is a newer organization established by the Dodd-Frank Wall Street Reform and Consumer Protection Act in the Treasury Department to provide data and analysis to the Financial Stability Oversight Council (the Council) and its member agencies, improve the quality and transparency of financial information, conduct and sponsor research related to financial stability, and promote best practices in risk management.
