As a Information Technology Specialist, GS-2210-14, the incumbent will perform the following duties:

- Responsible for the design, development, implementation and/or modification of systems for resolving problems or accomplishing work processes through the use of Information Technology (IT).

- Promote awareness of security issues among management officials to ensure sound security principles are reflected in the organization's vision and goals.

- Participate in interagency office groups/meetings regarding IT related matters. Represent the office at meetings, discussions, and presentations that deal with IT systems procedures or practices.

- Provide guidance and oversight on IT related requirements for OESE contracts and task orders, to ensure IT language, security arrangements, task order management, reporting requirements, disposal procedures, and other IT acquisition content is contained within the statement or work order.

- Prepare and present briefings or trainings to senior management officials and staff on complex and controversial IT issues. Communicate changes in system and protocol to OESE staff that will effect upgrades or changes to software or hardware systems or operations.

Basic Requirement
You must possess IT related experience (paid or unpaid experience and/or completion of specific, intensive training (e.g., IT certification), as appropriate) demonstrating each of the four competencies listed below.

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (i.e., any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (e.g., ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (e.g., technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Specialized Experience for the GS-14:

One year of experience in either federal or non-federal service that is equivalent to at least a GS-13 performing at least two (2) of the following duties or work assignments:

1. Experience in documenting system security controls in complex systems.

2. Experience in working with a diverse stakeholder team to deliver results.

3. Experience in designing operational and managerial controls for information systems.

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).

1. Knowledge of various system network structures, SharePoint, and other system accounts, and hardware/software configurations to install and maintain agency systems.

2. Knowledge of IT architecture, infrastructure, supporting infrastructure, information resources and Information Assurance coupled with an expertise in secure networking technologies.

3. Ability to analyze complex operations in order to develop, present briefings/training, and implement plans and programs that translate into the successful accomplishments of the OESE mission.

4. Knowledge of the policies, concepts, theories, technical applications, IT operations, and requirements of the separate and integrated functions of the information technology in the program area.

5. Knowledge of contract proposal preparation and evaluation to include contract law, Federal Acquisition Regulations (FAR) and contracting administrative processes, as necessary to analyze and make recommendations on assigned projects and studies.

Telework: During the current period of mandatory telework required by the Agency's COVID-19 response, telework will be mandatory. When it is determined the Agency will be moving to the reopening phase, employees will be expected to physically return to the office of their official duty locations. Telework days and any required waiting period for eligibility will be determined at that time.

Bargaining Unit: This position is included in the bargaining unit.

Selections: Agencies have broad authority under law to hire from any appropriate source of eligibles and may fill a vacancy in the competitive service by any method authorized. How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We use a multi-step process to review and evaluate applicants:

1. Eligibility and Minimum Qualifications

2. Rating and Ranking
