Responsibilities

As a Social Scientist (Health Workforce Analytics Advisor) you will:
  • Serve as an agency expert providing intellectual leadership to the HWF branch in conceptualizing and carrying-out a rigorous data analysis plan that advances USAID and PEPFAR monitoring of HRH investments for HIV and health programs
  • Identify and promote the use of social science methodologies to measure and model the impact of specific workforce interventions to inform HRH programming to achieve and sustain HIV and other health goals
  • Advise on the integration of health workforce data into USAID, PEPFAR, and host-country data platforms including advancement of metrics and data system refinements to drive use of HRH data
  • Work in collaboration with program experts and advises field Missions, HQ, and interagency, to standardize health worker data collection, analytics, and data use in program management
  • Manage and evaluate major centrally managed grants,
    cooperative agreements, and contracts with a focus on HRH and data issues, and prepares concept
    papers and background analyses for new activities and procurements
  • Guide greater utilization of local organizations for HRH programs. Manages program, financial, reporting, and accountability processes

Qualifications

This position includes a Selective Placement Factor. Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Selective Placement Factor Question: Technical and programmatic experience in strengthening of human resources for health related to HIV/AIDS and/or broader health programming within low- and middle-income country settings.

GS-14-You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes:

a) Reviewing and or developing rigorous analysis plans, applying a wide range of quantitative data collection and analytical methods and for the study of workforce for health/HIV or other workforce specialization programs
b) Shows experience in applying statistical and/or other social science methodologies to measure and model the impact of optimal workforce interventions to achieve and sustain development goals for HIV/AIDS and/or other health programs
c) Monitors the planning and conduct of large and/or cross-national data collection processes and data systems management regarding workforce for development such as for health or labor
d)
Explaining and advising USG, host-county or external stakeholders in use of workforce data for development programs such as for health or labor and its use in program planning and
e) Possesses experience with program management of USG or other donor funded activities that are relevant to the study of workforce, including conceptualization for activity design and implementation.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, relevant to the duties of the position to be filled, including volunteer experience.

Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position.
