This position is located in the Office of Analytics, Review, and Oversight, Office of Program Integrity, Division of Analytics and Operations, Woodlawn, MD.

The incumbent serves as a senior analyst and technical advisor to management officials responsible for overseeing the agency's Anti-Fraud Program.

Responsibilities

• The incumbent designs, develops, and presents analytical models and methods for implementation, performs qualitative and quantitative analysis, and conducts research to support and further SSA's anti-fraud initiatives.
• The incumbent performs advanced mathematical analyses, including building and evaluating predictive models to:
• 1) detect and prevent fraud in the agency's programs; 2) measure and/or enhance program performance; and 3) increase operational efficiencies.
• Designs research studies of SSA programs and develops models to improve the efficiency of SSA's anti-fraud program. Determines methods and approaches to gather and develop required data to complete studies.
• Designs models and methodologies well suited to the analysis of generally stated problems, ascertaining and defining the validity of problems and
• [CONT] and developing appropriate criteria for evaluation in order to achieve improved program operations and management systems.
• Analyzes study findings, develops recommendations, and prepares and presents confidential in-depth reports and position papers to management officials regarding analyses of problems.
• Develops, reviews, and evaluates anti-fraud program management information. Applies best practices to develop and maintain reports on anti-fraud program initiatives for executive-level audiences.
• Reviews and evaluates anti-fraud initiatives to improve targeting of resources and/or quality of operations, develops and applies statistical profiling techniques to ensure potential for, or achievement of desired results.

Qualifications

52 weeks of Specialized experience (described below) at the GS-12 level or equivalent. This experience must be explicitly demonstrated on resume with full-time or part-time hours noted and full dates of employment.

Applicants must have 52 weeks of experience at the GS-12 level, or equivalent, which is in or related to the work of the position to be filled which has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes designing, developing, and adapting mathematical methods and techniques to statistical processes (e.g., stratification and clustering in probability sampling; survey and sample design techniques; alternative variance estimating; rare events modeling; event history analysis); researching new and complex mathematical and statistical techniques, developing and adapting methods for subject-matter experts; and initiating, formulating, and planning major statistical studies.

Education

Applicants must have ONE of the following:

A degree that includes 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics which includes at least 4 of the following: differential calculus, integral calculus, advanced calculus, theory of equations, vector analysis, advanced algebra, linear algebra, mathematical logic, differential equations, or any other advanced course in mathematics for which one of these was a prerequisite; and 6 semester hours were in statistics. Transcripts are REQUIRED to substantiate education.
OR
A combination of education and experience that together meets 100% of the qualification requirements for this position. Education must include at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown above. Experience should include evidence of statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying known statistical techniques to data such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. Transcripts are REQUIRED to substantiate education.

NOTE: If you have a Capstone course on your transcript, you can provide elaborate details of your experience working on the project. You must include dates engaged and hours spent completing the project.
