As an Audit Liaison Specialist, GS-0301-13, the incumbent performs the following duties:

- Manage audit activities, to include, serve as the liaison between OESE program offices and the Office of the Inspector General, Office of the General Counsel, Office of the Chief Financial Officer, and, and Office of Management etc.

- Analyze incoming internal and external audit reports to determine programs involved, make resolution assignments to relevant program offices, and set deadlines for accomplishing resolution activities.

- Utilize a complex classifying and cross reference tracing system of all OESE audit documents and activities. Prepare final determination letters for senior leadership.

- Chair meetings between program officials and various organizations; provide briefings to OESE senior leaders on the resolution of complex or controversial issues; and represent OESE on the Audit Review and Policy Council and several task groups representing OESE's interest in policy development.

Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-13, if you possess the specialize experience.

Specialized Experience for the GS-13
One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing at least two (2) of the following duties or work assignments:

1. Experience ensuring compliance with established internal control procedures by examining records, reports, policy and regulations, operating practices, and/or documentation.

2. Experience preparing audit and control reports by collecting, analyzing, and summarizing operating information and grant program trends.

3. Experience leading compliance reviews of at least one federal grant program and has demonstrated experience developing monitoring reports and corrective actions.

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).

1. Knowledge of the Single Audit Act of 1984 and administered program regulations, including Chapters 1 and 2 of the Education Consolidation and Improvement Act, Public Laws 81-874 and 81-815, Civil Rights Act, Women's Educational Equity Act etc., and a multitude of discretionary grant programs.

2. Skill in presenting clear recommendations for improvements and overall efficiency of grant administrative process through oral presentations and written reports and analysis detailing audit findings.

3. Ability to work with program staff and leadership to resolve and close complex audits.

4. Knowledge of education theories, principles and practices sufficient to serve as the organization's spokesperson both internal and external to the organization on audit resolution and program policy.

Telework: During the current period of mandatory telework required by the Agency's COVID-19 response, telework will be mandatory. When it is determined the Agency will be moving to the reopening phase, employees will be expected to physically return to the office of their official duty locations. Telework days and any required waiting period for eligibility will be determined at that time.

Bargaining Unit: This position is included in the bargaining unit.

Selections: Agencies have broad authority under law to hire from any appropriate source of eligibles and may fill a vacancy in the competitive service by any method authorized. How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We use a multi-step process to review and evaluate applicants:

1. Eligibility and Minimum Qualifications
