Responsibilities

FERC's role is to oversee various aspects of the energy industry, including transmission of electricity, natural gas and oil. We also analyze proposals to build liquefied natural gas terminals and interstate natural gas pipelines and license hydropower projects. This position is located in the Office of Enforcement - Division of Audits and Accounting. The Office of Enforcement serves the public
interest by ensuring effective regulations and protecting customers through understanding markets and their regulation, timely
identifying and remedying market problems, assuring compliance with Commission rules and regulations, and detecting and crafting
remedies to address market manipulation and other non-compliance issues.

Major Duties:

- Participate on teams auditing operations and functions of RTO/ISOs, OATT transmission operations of electric utilities outside of RTO/ISOs, and/or trading activities of Commission-jurisdictional entities.

- Assist in the preparation and analysis of data associated with electric and natural gas markets for the purpose of auditing Commission-jurisdictional entities for compliance with Commission tariffs, rules, and regulations.

- Apply a comprehensive understanding of energy industry knowledge to include RTO/ISO operations, energy markets, transmission operations, and/or trading functions, including front, mid, and back office duties and responsibilities.

- Apply a comprehensive understanding of Commission tariff rules and regulations, including OATT, RTO/ISO tariff, and/or Market-Based Rate tariff.

- Perform work individually or as a team member and participate in multiple projects concurrently, in a different capacity on each.

Qualifications

Candidates must be ICTAP eligible or VEOA eligible for this ICTAP bulletin and be at least well-qualified. In order to be considered well-qualified for this position, candidates must fall within the Best Qualified category rating group. Additionaly, candidates must have one full year of specialized experience at or equivalent to the GS-12 level. Specialized Experience is defined as: experience with Regional Transmission Organization/Independent System Operator (RTO/ISO) operations, energy markets, transmission operations, and/or trading functions. Specifically, the applicant must have experience on: (1) RTO/ISO operations, including administration of day-ahead and real-time energy markets and transmission operations, (2) transmission operations under an Open Access Transmission Tariff outside of an RTO/ISO, or (3) trading functions, including trade execution, confirmation, and settlement duties.

Education

Special Instructions for Foreign Education: Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing along with your application. You will be evaluated for this job based on how well you meet the qualifications above.
