Summary

These positions will be located in the U.S. Department of Agriculture, Office of the Assistant Secretary for Civil Rights (OASCR), Employment Investigations Division (EID) and Employment Adjudication Division (EAD). OASCR is responsible for ensuring that employment discrimination complaints are investigated and adjudicated fairly, promptly, thoroughly, and in strict compliance with the Equal Employment Opportunity Commission (EEOC) regulations and Management Directive (MD) 110.

Responsibilities

  • Serves as program evaluator and technical advisor for the agency.
  • Advises management and other specialists in all aspects of case preparation.
  • Prepares guidelines detailing the approach, issues, and strategies involved in program fact-finding for an investigation.
  • Determines when evidence is sufficient and agency positions and cases files are complete and works with Departmental Office of Civil Rights to process cases of adjudication.
  • Makes recommendations for decisions for strategies when preparing national reports for the Department of Justice and other departments
  • Prepares comprehensive reports which summarize national program activities and accomplishments for compliance with equal opportunity laws.
  • Monitors, reviews and evaluates Equal Opportunity (EO) compliance in assisted areas and provides technical assistance as necessary.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

Specialized Experience:
GS-09:
(A)
One year of specialized experience, equivalent to the GS-07 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as an Equal Employment Specialist. For this position, the specialized experience is providing guidance on EEO and diversity programs, EEO/civil rights/diversity policy and program operations and compliance; conducting complete cycle of case management duties as it relates to the EEO and civil rights inquiries related investigations; conducting fact-finding analysis of equal employment cases; assisting with the preparation of comprehensive reports which summarize national program activities and accomplishments for compliance with equal employment laws.
OR
(B) Completion of the requirements for a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree, in a field of study directly related to the position. (**Note: If qualifying based on education, you must submit a complete, legible copy of your official college or university transcript(s) with your application to document academic achievements and receive credit).

GS-11:
(A)
One year of specialized experience, equivalent to the GS-09 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as an Equal Employment Specialist. For this position, the specialized experience is providing advice and guidance on equal employment and diversity programs, equal employment/civil rights/diversity policy and program operations, compliance, assessment, and reporting; conducting complete cycle of case management duties as it relates to the equal employment and civil rights inquiries related investigations; conducting fact-finding analysis of equal opportunity cases; preparing comprehensive reports which summarize national program activities and accomplishments for compliance with equal opportunity laws.

(B)
Completion of the requirements for A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, in a field of study directly related to the position. GS-12: One year of specialized experience, equivalent to the GS-11 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as an Equal Employment Specialist. For this position, the specialized experience is reviewing and evaluating individual or class action discrimination complaints filed under Title VI of the Civil Rights Act of 1964, as amended, Title IX of the Education Amendment of 1972, and Section 504 of the Rehabilitation Act of 1973 to eliminate systemic barriers to equal opportunity.

GS-13: One year of specialized experience, equivalent to the GS-12 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as an Equal Employment Specialist. For this position, the specialized experience is providing technical advice on reviewing, evaluating, and resolving a wide variety of individual or class action discrimination complaints filed under Title VI of the Civil Rights Act of 1964, as amended, Title IX of the Education Amendment of 1972, and Section 504 of the Rehabilitation Act of 1973 to eliminate systemic barriers to equal opportunity and making recommendations to management on preparing case files for civil rights investigations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Required Documents
