Responsibilities

As a Program Analyst, you will:
  • Serve as Product Owner for the Data Lab website ( https://datalab.usaspending.gov/ ) or USAspending.gov website ( https://usaspending.gov ); responsible for leading development of the content, analytical and visual aspects of the product and growing the product's audience.
  • Conduct and/or coordinate a variety of projects to improve the effectiveness and efficiency of programmatic administrative and operational policies and procedures related to the mission of the organization and in promotion of financial management.
  • Develop and coordinate new and/or revised policies and management methods for senior management review/consideration, and evaluate program administration and achievement of management objectives to ensure compliance with pertinent regulations and policy guidance.
  • Provide staff support in the overall development of concepts and strategies that will form the framework of strategic planning for Data Transparency efforts.
  • Analyze strategic plans and advise senior management on how to implement these in conjunction with changes brought about by assessments of programs and services. Represent senior management on strategic planning working groups, teams, and task forces.
  • Assist in developing and implementing goals, objectives and plans for Data Transparency efforts to ensure that they are consistent with Treasury's policy and FS operating policies and priorities.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:


- Experience performing program management tasks using state-of-the-art technology such as implementing data-driven systems/public facing websites to meet strategic goals of the organization; AND
- Leading a project team or a segment of a project focused on financial data sharing; AND
- Maintaining partnerships and/or other collaborative relationships in order to balance multiple assignments and meet deadlines; AND
- Communicating financial data to internal and external stakeholders, both orally and in writing.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Public Trust - Background Investigation will be required.
- Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years.
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency

You will be evaluated for this job based on how well you meet the qualifications above.
