Responsibilities

  • Plans, analyzes, designs, develops, tests, configures, integrates, installs, implements, quality assurance, maintenance, and management of network systems used for the transmission of information in voice, data, and video formats.
  • Furnishes second-tier troubleshooting support
  • Provides technical leadership and support for the media services function and multimedia infrastructure at the Foreign Service Institute.
  • Determines equipment configuration and facilities needed to develop, modify, and implement network architecture and operations that permit the effective sharing and transmission of information among users and external organizations.
  • Supports the "Innovation Lab", Foreign Services Institutes technology center and participating in a multi -disciplinary team to explore, research and develop new technologies for adult learning.

Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.

Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
  • Attention to Detail- experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards
  • Customer Service - experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs
  • Oral Communication -briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience
  • Problem Solving - identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions

  • AND Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

    Qualifying specialized experience must demonstrate the following:

    Experience with the configuration, operation, maintenance, and repair requirements of a sophisticated audiovisual system, video and audio production, satellite reception and transmission equipment used in an Audiovisual Facility.

    NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

    There is no substitute of education for specialized experience for the GS-13 position.

    Your qualifications will be evaluated on the following KSAs and other characteristics that are relevant to the duties of this position and must be fully supported by information in your resume:
    • Skill in applying network systems management methods including end-to-end systems performance monitoring; network architecture and topology, including transmissions protocols, broadcasting, switching, control, and management.
    • Knowledge of audiovisual systems and electronics with a thorough understanding of IT/Audiovisual integration issues.
    • Knowledge of the principles, practices, methods, and techniques of IT/ Audiovisual convergence related to communications networks and systems, electronics, satellite, computer hardware and software, broadcast, audio, video, non-linear editing, presentation technology and video conferencing systems, both analog and digital.
    • Knowledge of the characteristics, configuration, operation, maintenance, and repair requirements of a wide range of complex and sophisticated audiovisual systems, video and audio production, satellite reception and transmission equipment used in the Audiovisual Facility.
