About the Position:
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain DoD Personnel to recruit and appoint qualified candidates to positions in the competitive service. Your resume will not be reviewed for qualifications until a selection is made.

This position is a TERM position. It is time-limited and may be extended up to a maximum of eight years.

Responsibilities

  • Serve on the Future Operations (FOPS) team for the US Army Signal Activity-Fort Meade (USASA-Meade) in support of Defense Information Systems Agency (DISA) and US Army telecommunications circuits and systems.
  • Serve as a Telecommunications Specialist for USASA-Meade.
  • Serve as the units Node Site Coordinator for all DISA nodes and systems hosted by the unit.
  • Responsible for ensuring the continuous movement of voice and data communication from one location to another by planning, coordinating, and implementing the daily operational requirements of major communication networks.
  • Perform configuration management for baseband rack equipment and fiber optic infrastructure.
  • Oversee the scheduling of station or system downtimes to permit future operations installations and changes, analyzing impact on mission, and ensuring concurrence from subscribers and higher echelons.
  • Review engineering plans of newly assigned telecommunications projects proposed for integration into a facility.
  • Coordinate the installation and activation of circuits/systems/networks and equipment in support of daily operations, emergency, real-world operations, and exercises to test communication equipment and procedures.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret/SCI security clearance or access for the duration of employment.
  • Overtime may be required on short notice, to include nights, weekends, and holidays in support of related mission requirements.
  • This position requires irregular hours on rotating shifts and for the incumbent to be on-call.
  • This position requires a medical examination. The incumbent is required to lift up to 50 lbs.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes assisting in the maintenance of a communication records system for all equipment circuitry monitored; reviewing requests for additions or modification to existing communications systems; overseeing operations, modifications, upgrades, and services for telephonic transmission systems; and evaluating operations in terms of meeting user needs, capabilities, or costs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

  • This position is obligated. An obligated position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, return rights based on having served an overseas tour(s), and may also cover employees who have been on extended leave without pay under certain circumstances.
