Summary

This serves as public notice for the use of OPM's Direct Hire Authority. Applicants who meet the qualification requirements will be forwarded to the selecting official for consideration.

This position is located in the Messaging Branch, Messaging Design Division, Messaging Systems Office, Deputy CIO for Operations, Bureau of Information Resource Management, in the U.S. Department of State.

Responsibilities

  • Oversees Branch IA efforts to find solutions for intra and interagency communications issues.
  • Provides support, oversight, and direction to certify and accredit SMART and related systems in compliance with Federal Information Security Management Act legislation, relevant Federal Regulations, and Departmental security programs and policy.
  • Collaborates with Department components, certification, integration, development and deployment of core and wireless messaging systems, remote access and hand-held devices and identification of Public Key Infrastructure capabilities.

Qualifications

Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement. Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
  • Attention to Detail - Ensures unclassified messaging systems and networks are not used for classified processing by certifying physical and procedural safeguards are in place to protect information from unauthorized disclosure.
  • Customer Service - Trains users on computer security procedures and provides instructions on user rules of behavior that prohibit personal use of Departmental security systems.
  • Oral Communication - Conducts security in/out briefings for Branch employees regarding applicable security requirements and procedures.
  • Problem Solving - Identifies, analyzes and recommends solutions to complex and unique technical computer security problems, and identifies new concepts, approaches, criteria and methods for enhancing security protocols and controls in the Branch, Division and Office.

  • AND Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

    Qualifying specialized experience must demonstrate the following:
    • Experience in monitoring and evaluating contractors' performance on technical adherence to information security deliverables, schedules and acceptable quality of work.
    • Experience in leading IT INFOSEC teams in the application of new information security concepts, principles, trends, technologies and practices.
    • Experience in ensuring procedures are in place for continuity of operations, contingency planning and disaster recovery of classified and unclassified enterprise messaging systems.
    • Experience in developing and recommending reengineering support processes for identifying potential problems and preventing problems that could result in security breaches.

    NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-13 position.

    • Ability to effectively communicate orally and in writing in order to present substantive security briefings and recommendations to senior management.
    • Ability to develop long-range plans for IT security systems that anticipate, identify, evaluate, mitigate, and minimize risks associated with IT systems vulnerabilities.
    • Knowledge of information security, the state of software technology and related computer equipment applications in assigned area to function as a technical authority in these areas.
    • Skill and ability required to manage and administer advanced technology in the Department, and to maintain MSO's messaging systems with broad access, multiple security controls and technologies.
