Summary

The Supervisory Executive Assistant position is responsible for various routine and non-routine activities of the Veteran Readiness & Employment Service (VR&E) and represents the Office of the VR&E Executive Director in various activities. Provides guidance and assistance in matters of management practices and procedures related to personnel administration, office program planning work, and management improvement studies .

Responsibilities

The responsibilities of this position include, but are not limited to:
  • Coordinating activities with VA and other VBA offices and managing the day-to-day administrative activities for the Director
  • Directs the personnel of human resources requirements. Advises management on all aspects of personnel management activities. Makes recommendations relating to various personnel policy issues and provides advice to management on personnel management matters and problems.
  • Maintains continuous liaison with the departmental human resources office in areas of personnel recruiting, promotion, training, equal opportunity employment, disciplinary action, performance evaluation, and employee suggestions program
  • Performs administrative work, which includes management of an office's schedule or day-to-day plans. As an expert on long-range planning, recommends and participates in developing strategies for implementing planning for a major office. Participates in the development and documentation of long- and short-range planning efforts.
  • Reviews and analyzes the operations of the Service to ensure each component is in compliance with VR&E laws, regulations and policies, I.G. audits, surveys, etc., and makes recommendations where necessary. Studies and reviews Service operations, assembles and analyzes essential data, submits written recommendations, which provide viable alternatives based upon solid investigative techniques
  • Performs other duties of equal substance and importance in support of the Executive Director and the other leaders and staff within VR&E Service

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/13/2021.
  • Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

You may qualify based on your experience as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

(1) Programing and organizational analysis
(2) Developing new methods in program planning and integration
(3) Developing policies to streamline operations
(4) Advising executives in Agency strategic planning

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
