Responsibilities

  • Please note, during the COVID-19 Pandemic, the Agency is operating in a maximum telework posture for all telework ready employees occupying a telework eligible position.
  • If selected at the GS-14 level, duties will be performed in a developmental capacity.
  • Serves as Under Secretary of Defense for Acquisition and Sustainment (USD A&S) focal point for Defense-related international research, development, production, and support activities.
  • Develops and manages USD (A&S) armaments cooperation policies and follow-on coordination required to establish DoD bilateral technology and equipment cooperation relationships with foreign nations.
  • Implements policies and programs established by the President and Secretary of Defense for strengthening Defense equipment acquisition cooperation.
  • Serves as primary USD (A&S) advocate for international armaments cooperation, ensuring activities are in concert with US national security objectives.
  • Supports life-cycle acquisition of Defense equipment across the spectrum of planning, programming/ budgeting activities, including requirements definition, concept development, research/development, production, procurement, and follow-on support.

Qualifications

To qualify for a Program Analyst, your resume and supporting documentation must support:

Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

- GS-14: Planning, reviewing, and assessing Department level Research, Development, Test and Evaluation portfolios; Analyzing, resolving and establishing programmatic, budgetary/financial assessments, or economic analysis; Designing, implementing and working with advanced data collection methods, utilizing computer-based applications.
- GS-15: Performing program and resource management analysis for USD (A&S); Reviewing and advising on business process improvements; Utilizing expert knowledge of A&S-related international agreement development, negotiation, coordination, and approval laws, regulations, policies, and processes in resolving A&S-related international agreement issues.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
