Responsibilities

During the current period of mandatory telework required by the Agency's COVID-19 response, telework will be mandatory. When it is determined the Agency will be moving to the reopening phase, the expectation will be to physically return to the office at the USPTO - Alexandria, VA campus . Telework days and any required waiting period for eligibility will be determined at that time.

This Vacancy is using the Direct-Hire authority to recruit for positions for which there is a critical hiring need. Using the Office of Personnel Management's approved government-wide direct hire authorities, agencies may appoint candidates directly to jobs, without regard to the provision of Title 5 U.S.C 3309 through 3318, for which OPM determines that there is a severe shortage of candidates or a critical hiring need.

This position is located at the U.S. Patent and Trademark Office (USPTO) in the Office of the Chief Financial Officer (OCFO), Office of Financial Management Systems (OFMS)
  • Evaluates available tools, methodologies, and processes for feasibility in meeting the requirements, functions, and services of automated financial systems.
  • Leads product teams to the design, development, modification, testing, installation, implementation, and support of new and existing automated financial systems.
  • Performs strategic planning, advises and makes recommendations on technical aspects of automated financial systems to include cybersecurity, security audits, architecture and infrastructure; configuration; confidentiality, integrity, and availability of data, systems, networks, and integrations, installation, testing, operating, troubleshooting, and maintenance of hardware and software.
  • Plans, develop, implement and maintain OFMS' financial management systems; ensures the availability and functionality of the financial systems.
  • Develops and/or provides technical analysis of new and emerging technologies and their implications on the short and long-term financial management systems.
  • Participates in Agile methodologies.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. Specialized Experience:is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-13.

Specialized experience for this position includes:
  • Experience serving as a scrum master or project manager, in the development/configuration of new or existing automated systems with experience in Agile and/or Waterfall software development methodologies, for a multibillion-dollar company or agency.
  • Experience functioning as a scrum master or project manager in the operation and maintenance of systems including enforcing IT security policies, principles, and standards.
  • Experience identifying and documenting solutions to information security problems/issues and recommending changes to prevent recurrences.

In addition to meeting specialized experience requirements, you must have the following IT-related experience demonstrating these competencies:

You will be evaluated for this job based on how well you meet the qualifications above.
