Responsibilities

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Acquisition, Systems Engineering Division, located in Arlington, VA.

Joining Customs & Border Protection (CBP) will allow you to utilize your expertise in engineering to lead, mentor, manage, and supervise a Branch of professional, technical, highly-skilled, motivated, engineers, scientists, and subject matter experts (SMEs). This position starts at a salary of $144,128.00 (GS-15, Step 1) to $172,500.00 (GS-15, Step 10) with promotion potential to $170,800 (GS-15 Step 10). In this Supervisory General Engineer position you will become a key team member of Homeland Security professionals involved in managing and directing the accomplishments of all subordinate engineering and technical staff, and Subject Matter Experts (SME), developing, planning, directing, reviewing, coordinating, analyzing, managing, executing, and monitoring the work of subordinate engineering staff, and directing and managing engineering activities with multiple major complex functional areas throughout the Component and Acquisition Workforce. Typical work assignments include:
  • Planning, resource management, technical development, implementation, documentation, and evaluation of Acquisition-wide programs;
  • Planning and directing the timely execution of work; which includes managing the development, assignment and completion of goals and objectives of engineering branch, and developing, reviewing, and overseeing work plans and the work of subordinate staff;
  • Reviewing and evaluating Branch operations and support to CBP Acquisitions, including developing and implementing changes in internal procedures to meet workload demands and effecting more efficient and effective workflow;
  • Supervising Systems and/or Functional Engineering activities throughout all phases of the Systems Engineering Life Cycle; which includes (but are not limited to): developing requirements, testing, quality management, configuration management, risk management, and systems architecture; and
  • Identifying developmental and training needs of employees, assuring that subordinates are trained and fully comply with the provisions of security regulations.

Qualifications

Specialized Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
  • Applying engineering best practices, experimental theories and/or new approaches to: extend or modify theories, concepts, and assumptions; resolve unique or novel problems, conditions, or issues; or significantly alter standard practices, equipment, devices, processes, and techniques;
  • Providing expert systems engineering advice to senior colleagues and/or agency officials;
  • Providing significant and innovative recommendations for advancing programs, processes, and/or methods; and
  • Executing significant projects representing an important segment of an agency's operating programs, or affecting the welfare of the public and/or the sustainability of natural resources and the environment.

You qualify for this position if you possess one year of specialized experience, as described above and meet the basic requirement listed below.

Basic Requirement: You must provide supporting documentation in your application to show you meet the basic requirement below.

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration.

2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must:
  • Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
  • Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 01/15/2021.

Residency: There is a residency requirement for all applicants not currently employed by CBP. Financial Disclosure: Financial Disclosure is required. Certifications: This is a DHS acquisition certification-covered position. DHS Level III certification in Systems Engineering is required within 18 months of placement. A secondary certification in Program Management or Test and Evaluation is highly desired.

Supervisory Probationary Period: You may be required to serve an 18 month probationary period upon appointment.

Leadership Training: All newly appointed GS-15s are required to complete mandatory training. The training will be scheduled by the Office of Training and Development within the first 90 days of appointment. The duration of the training will include CBP LI five (5) weeks of in residence training in Harpers Ferry, WV. Note: This training may be waived if previously completed.

  • Knowledge of advanced engineering principles and practices in evaluating reviewing and approving coordinated programs to ensure the orderly integration, coordination, and balance of major technical events and actions during all phases of the systems engineering life cycle; and
  • Skill in oral and written communications to enable presentation of sensitive and sometimes controversial material and recommendations to higher authority and other government agencies.
