Responsibilities

You will:
  • Develop and advise on policy recommendations, technical proposals and ways to deliver programs concerning non-carbon dioxide (CO2) gases, such as those relevant to the Montreal Protocol and ozone layer protection;
  • Lead, facilitate, and conduct evaluations, analysis and modeling to support SPD programs;
  • Represent the Division, Agency, and U.S. Government related to ozone layer and climate protection;
  • Serve as the primary point of contact in the Division for management and operations functions, including budgetary control and personnel management.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.

Qualifications

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-14 level, you need to have at least one year of full time experience equivalent to the GS-13 level defined as managing and executing organization-wide administrative functions; and performing analysis or policy assessments for environmental programs.

Your answers to the online assessment will be used to evaluate your competencies in the following areas: 1) Skill in applying environmental program principles and theories to change, interpret, or develop programs of national and international impact; 2) Skill in working within a team to deliver programs and recommendations; 3) Skill in evaluating ongoing program efforts and program reviews; 4) Skill in analyzing the potential effects of policies, programs, and regulations; 5) Ability to communicate effectively orally and in writing; 6) Ability to represent the Agency in domestic and international settings; 7) Skill in budget and extramural management; 8) Knowledge of Agency policies and procedures.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Position has portable work and selectee may be authorized to telework after meeting eligibility requirements if approved by the supervisor/manager.
