Summary

This position is part of the Office of the Chief Information Officer, Cybersecurity Division. The incumbent will be responsible for the development, implementation, coordination, and enforcement of cybersecurity policies and procedures and the management of a wide range of IT Portfolios and projects related to information systems and cybersecurity matters.

  • Manages a wide range of assignments and projects relative to information systems and cybersecurity matters.
  • Drafts and/or develops operational policies, procedures, and criteria for interfacing with program systems resources.
  • Establishes and maintains liaison with internal and external groups on the development and implementation of cybersecurity system and application policies, guidelines, standards, requirements, and procedures, and other information security matters.
  • Institutes measures to ensure awareness and compliance with cybersecurity policies and procedures.
  • Provides advice and instruction to employees and supervisors on security issues.

Qualifications

For all positions, individuals must have IT-related experience demonstrating each of the four competencies listed below. Specialized Experience Statement for the GS-13: Applicants must possess at least one year of specialized experience that is equivalent in difficulty and complexity to the GS-12 level in the Federal service. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position.

Specialized experience for this position includes but is not limited to: Applying security principles to common structures, processes and techniques of IT system development, operations and maintenance; conducting analysis and interpretation of IT security principles and directives; developing strategies, policies and procedures to ensure compliance and extensive knowledge of agency and vendor managed external systems; interpreting government wide information security guidance and the application of information in establishing standards, policies, and guidelines to ensure appropriate implementation, and compatibility; and managing multiple IT projects that require a range of knowledge of computer requirements and techniques.

Only experience and education obtained by the closing date of this announcement will be considered.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Education

Education does not substitute for specialized experience at the GS-13 grade level.

Additional information

The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

Direct Hire Authority:
This vacancy is being filled through the Office of Personnel Management's Direct Hire Authority.
