Responsibilities

1. Serves as the principal advisor to the 4th Estate Defense Agencies' Component Acquisition Executives (CAE) on all matters pertaining to Acquisition Workforce (AWF) education, training, experience, and career development. Provides DoD Component policy guidance to more than 30,000 acquisition workforce members in the 4th Estate Defense Agencies.
2. Provides oversight, policy, and guidance of statutory certification requirements, workforce development, and administration for all Defense Acquisition Workforce-coded positions belonging to the 4th Estate Defense Agencies.
3. Implements acquisition management stewardship processes in coordination with the Office of the Under Secretary of Defense (OUSD) Functional Leaders.
4. Develops and implements talent management strategies to promote enterprise-wide developmental opportunities based on participation in DoD forums, boards, and working groups.
5. Formulates, defends, and executes a multi-million dollar/multi year the Defense Acquisition Workforce Development Account funding to provide tools, e.g., training application systems, leadership training, etc., for individuals and career managers to track career progression and lifelong learning.
6. Establishes a methodology to adjudicate non-federal acquisition experience earned in previous, non-AWF positions, e.g., industry, etc. and executes fulfillment actions to meet position requirements.
7. Oversees large scale training registrar and talent management system and processes; develops and tracks requirements for associated system change requests; and forecast training requirements and training requests and associated travel.

Qualifications

You must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the NH-III (GS-13) pay band in the Federal service. Specialized experience is defined as experience (1) managing programs responsible for career development, talent management strategies and initiatives and acquisition training, education and experience mandates; (2) providing oversight of acquisition training requirements; (3) administration of Human Capital strategic planning and policy development; and (4) experience with agile development methods for information technologies systems.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Initial Probationary Period: You will be required to serve an initial probationary period of two years if one has not already been completed.
Supervisory/Probationary Period: You will be required to serve a supervisory/managerial probationary period of 1 year unless one has previously been completed.
