About the Position: You will serve as the Deputy Assistant Director for Financial Operations (DAD FO) in the Defense Health Agency (DHA) in the Office of the Assistant Secretary of Defense for Health Affairs (OASD(HA)), Office of the Under Secretary of Defense for Personnel and Readiness (OUSD(P&R)). This position reports to the Assistant Director, Health Care Administration (AD HCA).

Responsibilities

  • Responsible for conducting the systematic planning, programming, budgeting, execution, accounting and auditing of the roughly $51 billion supporting the MHS mission
  • Responsible for the policy, procedures and direction of budgetary matters, financial management and accounting, audit procedures, and facilities management with respect to the provision of health care across the MHS.
  • You will be responsible for the health care delivered in the military treatment facilities (MTFs) and the care delivered through the TRICARE Managed Care Support (MCS) contracts.
  • Serve as the principle advisor to the AD HCA, Deputy Director, and Director of DHA on all matters relating to the financial management and facilities operations of MTFs and the TRICARE MSC contracts.
  • Review and analyze financial management policies and practices, and operational processes and problems; and make necessary determinations to stimulate and initiate management improvements and modifications.
  • Provide strategic and operational oversight, conduct detailed oversight of the MTFs operations including financial modeling to develop budgets, execution monitoring and reporting, cost accounting and analysis, management internal control program.
  • Develop policies, guidance, and procedures governing financial operations for the MTFs, Markets, and the DHA Headquarters (HQs).
  • Oversee MTF financial operations including allocation of funds to Market and MTF levels, re-align funds between Markets and MTFs due to mission changes or funding issues, execution monitoring and reporting, and cost accounting analysis.
  • Responsible for the full range of budgetary and financial management operations relative to the DHA HQs and Defense Health Program (DHP) Central Programs portions of the DHP appropriation account.
  • Advise the DHA Director and OSD senior leaders on DHP audit impacts of structure and to compile the annual Agency Financial Report. Ensure financial practices are audit compliant and in line with DHA?s Management Control Program.
  • You will transparently manage and report financial information to the OSD Comptroller, OSD Cost Assessment and Program Evaluation, Defense Finance and Accounting Services, OMB, Congressional oversight committees, and other vested stakeholders.
  • Lead the team that builds value-based models for MTF funding allocation, researches leading funding practices, and adjusts models for incorporation of applicable practices.
  • You will evaluate performance, trends, and the need for strategic leadership engagement in healthcare operations.
  • Oversee the model for distributing the Medicare Eligible Retiree Health Care Fund to the markets and MTFs.
  • Provide strategy, leadership, and senior leader engagement for the DHA Facilities Enterprise; maintain and develop the ideal MHS built environment through the development of code, criteria, and standards.
  • You will establish and strengthen enterprise wide standards, perform inventory management and reconciliation, business processes, and performance measurements.
  • You will implement programs, standardize Operations and Maintenance, and manage and execute Sustainment, Restoration and Modernization programs.
  • Lead the private sector contracting program and controls financial records and payments on all DHA health services and support contracts.
  • Certify funding availability for federal payments and tracks and monitors administration and execution of financial programs for all TRICARE centrally funded private sector care programs.
  • You will be responsible for MTF financial management and healthcare delivery studies and projects of high priority at the request of the DHA Director, many of which are of direct concern to the OASD (HA) and OUSD (P/R).

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against qualifications which fall into two areas: Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the competencies described in the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) will eliminate you from consideration.

EXECUTIVE CORE QUALIFICATIONS: You will be assessed against the Executive Core Qualifications (ECQs). They are designed to assess executive experience and potential - not technical expertise. They measure whether you have the broad executive skills needed in a variety of senior executive positions. Failure to meet a qualification requirement will disqualify an applicant. (Each must be addressed separately in your Supplemental Narrative Statement. The ECQs must not exceed 10 pages.) You are required to respond to all ECQs. If you fail to do so, you will be rated ineligible. When responding to the Executive Core Qualifications (ECQs), you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the ECQs. MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. You are required to respond to all of the technical qualifications. If you fail to do so you will be rated as ineligible. Each MTQ must not exceed 2 pages.)
  • Prior experience as a Chief Financial Officer in a military organization. Possess sound knowledge of business operations, finances and management.
  • In-depth knowledge of DoD's resource programming and budgeting process at the OSD or Service level to include keen insight/knowledge of the oversight roles and responsibilities of outside organizations, such as the Office of Management and Budget and the Congress, in order to adeptly develop budget proposals and executions controls within the Executive Office of the President's frame-work.
  • Demonstrated skill in representing and defending programmatic and budgetary interest in a complex organization or institution. Includes the skill to develop and implement complex organizational visions that integrates key program goals, priorities, values, and other factors.
  • DoD Joint Enterprise-Wide Experience Statement:

    In addition, DoD requires an Enterprise Perspective. This individual must have the ability to apply a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities is required. Executives must demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required. Highly qualified candidates may undergo an interview and a reference check. The Office of the Secretary of Defense Executive Resources Board will review results and make recommendations on final selections to the appointing authority.
