Duties

Summary

This position is located in the Department of Labor, Bureau of International Labor Affairs (ILAB), Office of Child Labor, Forced Labor, and Human Trafficking (OCFT). OCFT's outputs in the area of policy engagement, technical assistance, research, reporting contribute to the adoption, implementation, and enforcement of worker rights related to child labor, forced labor, and human trafficking.

This position is in the bargaining unit.

Responsibilities

For the GS12 and GS13
  • Executes job duties in support of the Office mission, such as research and analysis of child labor, forced labor, and human trafficking issues for assigned countries/projects or in support of analysis of trends and lessons learned that inform evaluation, survey, and research design activities.
  • Drafts and provides written feedback on documents, as assigned, including analytical assessments, concept notes on proposed research projects (grants and contracts), research documents, and impact evaluation documents, technical survey documents, and other related documents.
  • Applies a wide range of qualitative and/or quantitative methods to assess and improve research and program effectiveness and deliverables.
  • Ensures that key evaluation and research findings, results of data analysis and other lessons, findings, and outcomes produced by technical assistance and research activities are shared with relevant stakeholders and are applied to ILAB and OCFT's work, as applicable.
  • Engages with a range of actors and entities to develop and/or strengthen OCFT and ILAB strategic relationships and information exchanges.
  • Plans, develops, oversees, and provides technical support for OCFT technical assistance research activities and uses qualitative and/or quantitative methods to measure results and assess and improve program effectiveness.
  • Provides comprehensive and rigorous technical oversight of key evaluation and technical assistance research activities, as assigned, to ensure that high-quality data, analysis and lessons learned are produced.
  • Coordinates policy positions and work products within OCFT and across ILAB offices, other DOL agencies, and outside stakeholders with the aim of advancing OCFT and ILAB mission regarding research, technical assistance, and policy engagement.
  • Represents ILAB in international, interagency, and intra-agency working groups, committees, international meetings and conferences in the capacity of DOL or ILAB or OCFT spokesperson.

Individual Occupational Requirements

Basic Requirements

1. Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.

OR

2. Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, as shown in A above, plus appropriate experience or additional education.

OR

3. Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.

To qualify for positions at grades GS-12 and above on the basis of experience, this experience must have included either (a) responsibility for the direction and coordination of research, analysis, or other professional work in one or more of the fields listed in A above, or (b) specialized professional work involving a high level of difficulty and responsibility in one or more of these fields.

Specialized Experience

For the GS-12:

To qualify for the GS-12 grade level, applicants must have 52 weeks of specialized experience at the next lower grade level, GS-11. Specialized experience is defined as experience leading EITHER the design OR the implementation of quantitative or mixed-methods research relating to vulnerable and hard-to-reach populations. Specialized research experience includes experience selecting and implementing research methodologies appropriate for study objectives; developing, reviewing, or testing survey instruments; reviewing or developing a sampling plan; planning, participating, or supervising data collection; and planning, conducting, or supervising data analysis.

For the GS-13:

To qualify for the GS-13 grade level, applicants must have 52 weeks of specialized experience at the next lower grade level, GS-12. Specialized experience is defined as experience: (1) leading both the design and implementation of quantitative or mixed-methods researching relating to vulnerable and hard-to-reach populations AND (2) providing technical oversight for research contracts, grants and/or cooperative agreements. Specialized research experience includes experience selecting and implementing research methodologies appropriate for study objectives; developing, reviewing, or testing survey instruments; reviewing or developing a sampling plan; planning, participating, or supervising data collection; and planning, conducting, or supervising data analysis.
