Summary

The position is in the Veterans Benefits Administration (VBA), Medical Disability Examinations Program Office (MDEO), and reports to MDEO Deputy Executive Director. The incumbent is responsible for coordinating all GAO and OIG surveys and related work as well as program risk management.

Responsibilities

Major Duties:

- Evaluates and analyzes potential risks and exposures in MDEO to ensure program goals and objectives are met. The incumbent assists
with planning, documenting, and broadly communicating the near and long-term strategical and operational goals of the program office and
ensures alignment with overarching VBA and VA strategic goals and plans

- Develops activities to determine effectiveness of internal controls and that they are being followed. This may include reviewing work products, access and other workplace information in order to provide recommendations focuses on improving achievement of program goals and objectives.

- Develops Enterprise Risk Management tools, practices, and policies to analyze and report enterprise risks, and to manage risks according to
an enterprise risk management framework.

- Serves as a liaison with VBA OFM and VBA Risk Team and other stakeholders to ensure that MDEO risk activities are in alignment with the Administration and VACO. Participates in senior level management meetings to aid in the development of program initiatives and solutions for risk mitigation.

- Comprehensively reviews, analyzes, plans, coordinates and tracks all reports published by oversight organizations, i.e. OIG/GAO, for MDEO within established timeframes.

- Identifies and summarizes recommendations and report that have a direct impact on program activities that requires responses. Provides notifications of entrance and exit meetings and interim and final reports to MDE staff impacted by the review, report or audit. Creates and coordinates briefings on specific issues.

- Develops approaches and methods to keep leadership fully briefed on OIG/GAO activities, including GAO High Risk areas and monitors Congressional activities to identify potential areas of interest by OIG/GAO.

- Coordinates with VBA Office of Program Integrity & Internal Controls and related VACO offices, as necessary, in coordination of OIG/GAO activities including being the MDEPS primary point of contract for all OIG and GAO activities.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/27/2021.
  • Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS013. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). Some applicants may have to submit more than one SF-50 to demonstrate their eligibility. See the required documents section for more information. You may qualify based on your experience as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position(s), and that is typically IN OR RELATED TO the work of the position to be filled. The applicant must document knowledge of a complex field of laws, regulations and Federal legislation pertaining to the full range of veterans benefits and a comprehensive and thorough knowledge of Enterprise Risk Management (ERM) and OIG/GAO methodologies and approaches to administer complex administrative management processes.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

- Ability to serve as a senior specialist and high-level advisor to the Deputy Executive Director (DED) on risk management to achieve program goals and objectives.

- Ability to advise the DED on implications and key issues identified by OIG/GAO reviews and audits with recommend courses of action.

- Regularly advising senior management officials on complex, sensitive, controversial and highly sensitive issues which may impact or shape the future direction of MDEO program.

- Comprehensively reviews, analyzes, plans, coordinates and tracks all reports published by oversight organizations, i.e. OIG/GAO, for MDEPO within established timeframes as well as maintenance of all risk management artifacts including identification and tracking.
