Summary

This position is in the Medical Disability Examination Office (MDEO). The Chief, Operations, is directly responsible for management of MDEO operations team directly responsible for program assessment, management, coordination. Ensures the operational requirements are met by the MDEO contractors in compliance with the Performance Work Statement (PWS) and provides MDEO leadership with situational awareness to optimize operating and business activities.

Responsibilities

Major Duties
  • The incumbent has responsibility for leading the operations team who monitors and evaluates performance of MDE contract exam providers to ensure compliance with the PWS.
  • Working with VA/VBA contracting office and MDE contract team, recommends and develops contract modifications to improve operational efficiency ensuring Service members and Veterans receive high quality and timely services.
  • Serves as a key advisor to the Assistant Director and/or Deputy Executive Director, MDE on program policies, procedures, and contract effectiveness.
  • Supports collaboration between VHA and VBA medical disability program in development and implementation of program efficiency and improvements.
  • Coordinates exam volume, incentives and reallocation of disability exams with the MDE contract team, VA/VBA contracting office(s), Veterans Health Administration, Office of Field Operations, district and regional offices.
  • Responsible for the development, accuracy and timely submission of monthly, quarterly and end-of-year contractor performance evaluation reports which are used for performance incentives; and provides performance input to MDE contracting team for inclusion in CPARS.
  • Using evidenced-based decision making, presents analyses and recommendations verbally, in writing, and graphically to team members and VA/VBA leadership and external partners on a routine basis.
  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Plans and assigns work, sets priorities, advises employees on program goals and objectives, and makes decisions on work problems presented by subordinate employees.
  • Assuring timely accomplishment of the assigned tasks by keeping in touch with the status and progress of work and adjusting in accordance with established priorities. Checking on work in progress and reviewing completed work to see that supervisor's instructions on work sequences, procedures, methods and deadlines have been met.
  • Provides strategic direction and support for team which are aligned with agency mission; exercise sound and proactive performance management and professional development of staff to include mentoring.
  • Regularly advising supervisor and/or senior management officials on complex, sensitive, controversial and highly sensitive issues which may impact or shape the future direction of MDE program.
  • Developing concise, accurate responses to Congressional, White House or other inquiries in area of responsibility.
  • Oversight of developing, testing, monitoring and documentation of effective internal controls for risk mitigation to ensure desired outcomes.

    Qualifications

    To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/27/2021.

    Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). Some applicants may have to submit more than one SF-50 to demonstrate their eligibility. See the required documents section for more information.

    You may qualify based on your experience as described below:
    • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position(s), and that is typically IN OR RELATED TO the work of the position to be filled. The applicant must document knowledge of program management pertaining to planning, development and execution of worldwide program and be able to prepare various documents including program justifications.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

    Physical Requirements: Work is sedentary, although some slight physical effort may be required.
