Responsibilities

THE INCUMBENT WILL OVERSEE:

Mental and Behavioral Health Services Team responsible for the mental and behavioral health services delivered to unaccompanied children in the care of the Office of Refugee Resettlement (ORR).

Quality assurance of psychiatric care provided to children in various settings, including regular screening in both outpatient and inpatient settings.

Efforts to increase access to quality mental health care for children in ORR care.

Surveillance of mental health disease among children in ORR care.

RESPONSIBILITIES:

Provides technical consultation to ORR staff, grantees, and other stakeholders on issues surrounding mental health, including hospitalizations and individual case review.

Conducts monitoring and quality of care audit visits of Residential Treatment Centers and ORR-funded staff-secure and secure facilities.

Reviews and concurs with individual treatment plans, as needed; discusses optimal treatment plans with psychiatric providers, case workers, and ORR staff.

Reviews mental health utilization patterns among children in ORR care.

Develops or updates ORR policies on mental health care services for children in ORR care.

Increases awareness and knowledge among ORR-funded care provider program staff of mental health issues among children in ORR care.

Advances the use of telepsychiatry programs for ORR-funded care provider programs.

Increases mental health care delivery through relationships with various professional psychiatric and psychological associations.

Develops mental health care guidance to ensure timely and appropriate follow-up care for children when discharged from ORR care.

Works with analytic team members to develop mental health surveillance activities.

Qualifications

Basic Qualification Requirements:

Must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

AND

Must have a Doctor of Medicine, Doctor of Osteopathic Medicine degree or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.

Additional Qualification Requirement: In addition to meeting the Basic Qualification Requirements candidates must also:
Have at least five 5 years of graduate training in the specialty of the position to be filled or equivalent experience and training that includes directing, managing and supervising administrative and operational activities of epidemiologists, clinical staff, and medical services coordinators serving vulnerable or medically underserved populations; advising on clinical considerations and related matters; and overseeing efforts to increase access to quality mental health care for children.

Graduate Training

Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada.

Descriptions of such programs are described below.

An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME) .

A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association , (AMA) or Accreditation Council for Graduate Medical Education (ACGME) .

A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training.

Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Education

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
