Responsibilities

The incumbent will serve as the Supervisory Firearm and Toolmark examiner who provides technical supervision to a staff of senior specialist and other technical support staff conducting examinations in areas of IBIS and firearm and toolmarks. In addition, the incumbent performs casework examination in his/her field of expertise and is a national coordinator for NIBIN Site Operations Branch laboratories
  • Develops and establishes policy concerning overall program objectives, goals, requirements, etc.; plans, develops, and identifies objectives, milestones, priorities, and administrative framework; and, provides instruction, technical advice and advisory information on regarding ballistic imaging issues and concerns
  • Evaluates and makes recommendations on new NIBIN technology and scientific equipment for adoption or acquisition by Firearms Operations Division and/or ATF's NIBIN Program Office
  • Performs technical work to include complex examinations
  • Coordinates forensic method development activities with the Section and with other Laboratories
  • Initiates and leads the development of new or modified acquisition evaluation procedures to improve methods used in automated ballistic imagining systems
  • Prepares laboratory reports and documents that are suitable for external analysis and which may be accepted for publication in professional journals and scientific publications
  • Represents the laboratory on firearm and toolmark examination and NIBIN related issues in regional meetings and negotiations with government officials, members of industry, ranking law enforcement officials
  • Conducts training related to specialty areas, designs curriculum and prepares lesson plans

Qualifications

To qualify for GS-14 candidates must also have at least one year of specialized experience equivalent to the next lower grade level (GS-13).

Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume. Examples of specialized experience include performing complex firearm and toolmark examinations and skills in examining firearms for comparative examination, performing serial number restorations, assessing post-blast debris for toolmarks and compare test marks with evidence marks in an attempt to determine and identify a common source. Experience in providing court testimony on the basis of laboratory examinations.
