Responsibilities

  • The incumbent oversees budget development and administration of the Section and ensures that the work fully supports the Bureau's mission.
  • Incumbent provides technical expertise, combined with knowledge of planning and analysis to formulate concepts, direct studies, identify problems, initiate solutions, approve procedures and evaluate results.
  • The incumbent performs the full range of supervisory duties for staff. Incumbent distributes and balances workload among assigned employees and assures timely adjustments to meet changingpriorities.
  • Incumbent prepares employee performance evaluations, promotions and awards, initiates adverse actions, promotions, training and selection for positions, reviews work assignments,advises employees of their progress, and resolves minor grievances and complaints.
  • The incumbent plans, coordinates and administers the quality assurance procedures for fingerprint examinations in the ATF laboratory system in accordance with accepted laboratory standards.
  • Incumbent coordinates periodic reviews of examinations performed by all specialists in the Identification Section.
  • The incumbent maintains state-of-the-art knowledge of the principles and theories of the field by analyzing the most complex types of cases received by the laboratory, such as evidence containing surfaces that require complex chemical analysis in order to develop latent prints and impartial latent fingerprint impressions.
  • Incumbent furnishes depositions or affidavits, testifies in evidentiary hearings, bench and jury trials, and before other adjudicators of fact to support findings and expert opinions.
  • Incumbent anticipates and defends against vigorous challenges to testify under cross-examination.
  • The incumbent is responsible for the laboratory fingerprint training program, including issuance and revision of manuals and instructional materials, and orientation and training of new examiners.
  • Incumbent disseminates technical information updates on collection, packaging and processing of fingerprint evidence to ATF Special Agents.

Qualifications

To qualify for GS-14 candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-13.

Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume. Examples of specialized experience include performing complex fingerprint examinations and analyzing the most complex types of cases received by the laboratory, such as evidence containing surfaces that require complex chemical analysis in order to develop latent prints and impartial latent fingerprint impressions. Experience in providing court testimony on the basis of laboratory examinations.
