This position is located in the Department of Homeland Security (DHS), Countering Weapons of Mass Destruction (CWMD) Office. As part of the effort to protect the nation from weapons of mass destruction, including chemical, biological, radiological and nuclear (CBRN) threats, the CWMD Office is established as a national office within the Department of Homeland Security.

Within the general framework of OHS CWMD, and other Federal policy, regulations and guidance, the incumbent directs complex administrative, technical, and professional services, directly affecting a large, complex multi-mission organization. The incumbents work efforts directly affects administration management (to include, budgeting, accounting, facilities management, security, contracting, procurement, and acquisition); information technology; civilian personnel administration; training and development; and other varied mission support services and activities. Provides for the control, coordination, and continuity of enterprise programs and operations by accomplishing the necessary interface with higher headquarters, and by working with key senior leaders across OHS and CWMD in developing plans for programs, services, and products. In this capacity, the incumbent leads the organization in accomplishing the following:
Confers with the CWMD Assistant Secretary, key senior leaders and other stakeholders regarding problem areas or projected major changes in the enterprise mission support services, programs, and products. Recommends policy, organization, and operational procedures regarding management of CWMD. Reviews matters of CWMD significance to ensure that procedures are in accord with the policies and plans. Identifies and monitors actual or potential problem areas and recommends a specific course of action that will resolve the problem or correct deficient service support.

Establishes new and innovative means for improving the stewardship of all CWMD resources, including appropriated funds and personnel to ensure the effective use of same in accordance with the Government Performance and Results Act, the Anti-Deficiency Act, other applicable statutory and regulatory requirements, and OHS/HQ directives and policies. Initiates innovative management practices and cost-saving measures to include integration, process improvement, and standardization; and data-based cost and quality controls. Identifies and eliminates duplicative products, services, and processes; and establishes governance processes that eliminate organizational stovepipes and facilitate the efficient conduct of business. Reviews and approves cost estimates on work to be performed and analyzes progress reports and staff studies. Provides guidance to other senior executives and key stakeholders across CWMD in determining priorities to ensure the expeditious accomplishment of mission operations. Coordinates efforts where correlation of intra-enterprise functions and problems are involved. Obtains data and recommendations pursuant to managerial problems and makes final decision on all matters not otherwise delegated.
Establishes and maintains an Enterprise Services knowledge management system that contains forms, policies, standard operating procedures, directives, and other public information concerning the following: administration management (to include, budgeting, accounting, facilities management contracting, procurement, and acquisition); information technology; civilian personnel administration; and training and development Ensures the transparency of managerial- and executive-level decision-making and promotes a unitary approach to codifying decisions that support unity-of-effort in the Enterprise Services. Conducts investigations of problems and ensures satisfactory resolution of all problems. Ensures an appropriate context for applying historic and contemporary decisions to current work, goals, and objectives.

Establishes and maintains working relationships with higher headquarters for purposes of resolving conflicts and assuring optimum control and coordination of programs and operations of high priority or special emphasis. Assists in developing the long-range objectives for CWMD in terms of assigned and projected missions pertaining to facilities, systems, controls, and management requirements of an unusual nature.

Exercises broad direction on general program matters and provides general operating policies to the Assistant Secretary and other senior leaders. Through subordinate staff and other Senior Executives, Directors, and Division and Office Chiefs, provides leadership and direction for the CWMD enterprise workforce by exercising final authority for a full range of personnel actions. Approves strategic and operational plans, policies, programs, and procedures. Reviews and approves proposals for reorganization of subordinate units. Through Senior Executives of major organizations, assigns and reviews work; monitors accomplishments for timeliness and acceptability; and provides advice, counsel, and instruction.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under the Technical Qualification(s) and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector.

Technical Qualifications - Mandatory

You will be evaluated on the following Technical Qualifications:

TQ-1: Must demonstrate experience in business office functions (e.g., administration management, budget and finance, information technology, human capital, training and development. The ability to identify, analyze, develop, and implement policies and strategies on a diverse array of management and administrative issues related to personnel, purchasing, facilities management, information technology, and safety.

TQ-2: Demonstrated ability to coordinate program efforts with other internal and external organizations, represent the organization to key individuals and groups outside the immediate work unit, as well as serve as spokesperson for the organization.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the quality and extent of your total accomplishments, education and experience. Your resume will be evaluated by an SES rating and ranking panel, and afterwards, highly qualified candidates may undergo an interview and a reference check. The DHS Executive Resources Board (ERB) will review results and make recommendations on final selections to the appointing authority where final interviews and reference checks may occur. Only the selectee will be required to write Executive Core Qualifications (ECQs) narratives. Unless you have already been certified by the Office of Personnel Management (OPM) Qualifications Review Board (QRB) in the past, your ECQs must be certified by the QRB before appointment can occur.
