Responsibilities

As a Mathematical Statistician, you will:
  • Research, plan, and implement projects requiring the application of statistical and other mathematical theory and analytical techniques.
  • Develop, oversee, implement, and evaluate statistical and other sampling methods.
  • Develop, oversee, and evaluate research, data collection, and analysis plans to meet evidentiary standards and achieve accurate, relevant, reliable, replicable, and valid results.
  • Develop, propose, justify, apply, and document measures and models to determine mathematically whether fair housing, fair lending, or other civil rights authorities have been violated or that related parties obliged to fulfill certain civil rights related requirements have failed to meet such requirements.
  • Prepare or oversee the preparation of documentation of analytical methodologies and their results.

This position is located in the Office of Fair Housing and Equal Opportunity (FHEO), Office of Enforcement and Programs, Office of Systemic Investigations (OSI). FHEO's mission is to create equal housing opportunities for all persons living in America by administering laws that prohibit discrimination in housing on the basis of race, color, religion, sex, national origin, age, disability, and familial status. The Office of Systemic Investigations (OSI) is responsible for identifying, coordinating, conciliating, and otherwise managing the investigations of systemic complaints - including Secretary-initiated investigations, pattern and practice complaints, complaints involving novel and or complex issues, fair lending matters, and high-profile complaints.

The official duty station for this position will be in Washington, DC. Failure to report to duty at this location may be grounds for a disciplinary action, including removal.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
  • Using qualitative data and analytical tools to determine compliance with civil rights related requirements.; AND
  • Assessing accuracy and validity of data.; AND
  • Using qualitative and quantitative methods to assess policy and program effectiveness.; AND
  • Utilizing various software and computer platforms to prepare analytical data files, perform statistical data analyses and report findings.

Specialized Experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:
  • Researching and analyzing program requirements to provide guidance and evaluations and respond to inquiries.; AND
  • Assessing accuracy and validity of data.; AND
  • Researching technical requirements and identifying analytical and statistical solutions.; AND
  • Utilizing various software and computer platforms to prepare analytical data files, perform statistical data analyses and report findings.


Education

A. Degree: that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics.

or

B.
Combination of education and experience -- at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education.

Evaluation of Education:

Courses acceptable toward meeting the mathematics course requirement of paragraphs A or B above must have included at least four of the following: differential calculus, integral calculus, advanced calculus, theory of equations, vector analysis, advanced algebra, linear algebra, mathematical logic, differential equations, or any other advanced course in mathematics for which one of these was a prerequisite. Courses in mathematical statistics or probability theory with a prerequisite of elementary calculus or more advanced courses will be accepted toward meeting the mathematics requirements, with the provision that the same course cannot be counted toward both the mathematics and the statistics requirement.

Evaluation of Experience:

The experience offered in combination with educational courses to meet the requirements in paragraph B above should include evidence of statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying known statistical techniques to data such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

Without other indications of statistical experience, work required in the processing of numerical or quantified information by other than statistical methods is not considered appropriate qualifying experience. Examples of such nonqualifying work include statistical clerical work; statistical drafting; calculation of totals, averages, percentages, or other arithmetic summations; preparation of simple tables or charts; or verification of data by simple comparison or proofreading.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
