You will serve as a MANAGEMENT AND PROGRAM ANALYST in the Command Element-Information Warfare Division of MARINE CORPS COMBAT DEVELOPMENT CMD.

Responsibilities

  • You will actively participate and support the Marine Corps Capabilities Based Assessment (CBA) to develop the Marine Corps Enterprise Integration Plan (MCEIP).
  • You will integrate capabilities development activities within and across functional portfolios.
  • You will conduct Strategic Planning, Doctrine, Organization, Training, Material, Leadership, Personnel, Facilities and Cost analysis, capabilities development and concept development.
  • You will define, write, and manage requirements using the Joint Capability Integration Development System (JCIDS).
  • You will manage the transition of requirements (Requirements Transition Process) to capability developers and will manage resources for capability development.
  • You will represent USMC cyber equities at the highest levels of DoD, Industry, and Joint forums.
  • You will assist in developing program budgets for identified Enterprise Services (ENT) and Defense Cyberspace Operations (DCO) capability gap solutions.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing operational planning and execution OR capability development experience in information networks and information technology, including information infrastructure, cloud, systems, network operations, facilities, and services; AND formulating, defining, and modifying objectives and requirements as a lead management and program analyst for enterprise or cybersecurity operations.

This position serves as the lead management and program analyst for Enterprise Services (ENT) and Defensive Cyberspace Operations (DCO) in the Enterprise Services Branch, Command Element- Information Warfare Division (CE-IW), Capabilities Development Directorate (CDD), Deputy Commandant, Combat Development and Integration (DC,CD&I.) Key skills include analysis, development, and integration of requirements and capabilities across Doctrine, Organization, Training, Material, Leadership, Personnel, Facilities and Cost (DOTMLPF-C) through Marine Corps force development processes that provide for integrated Service-wide capabilities solutions, current and future, anticipating strategic challenges and opportunities for the nation's defense.

This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements.

Overtime or night differential pay and/or unusual duty hours may be required.

Recruitment incentives may be authorized to eligible new hires.

A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.

This position is eligible for part time, full time or ad-hoc telework at the discretion of management.
