The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, training, and exercising control over nonsupervisory employees assigned to the 316th Medical Group.

Responsibilities

  • Plans, organizes, and directs education and training activities of the 316th Medical Group, ensuring that training programs, medical care and ancillary services complies with legal and regulatory requirements and meets customer needs.
  • Exercises supervisory personnel management responsibilities. Represents the 316th Medical Group with a variety of installation and functional area organizations.
  • Serve as the professional and technical expert, preceptor, instructor, consultant and advisor concerning compliance, quality, and educational programs to ensure that a wide range of disciplines and educational levels are met.
  • Directs and manages non-privileged provider credentialing program and Joint Commission Compliance for Human resources standards.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Professional and Scientific Positions

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
  • Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.

    or
  • Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.
  • In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

    SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes creating instructional design, development, or evaluative criteria through the analysis of educational or instructional problems and questions; exercising initiative, judgement, resourcefulness, professional knowledge, and creativity in accomplishing assigned functions; planning, organizing and directing education and training activities; ensuring training programs, medical care and ancillary services complies with legal and regulatory requirements and meets customer needs; researching, interpreting, analyzing and applying medical education guidelines in accordance with federal regulations.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of professional standards governing medical education and training career development requirements.
  • Ability to plan, organize, and direct the functions and staff of the group wide education program.
  • Ability to communicate effectively, both orally and in writing.
  • Comprehensive knowledge of Human Resource Development as it relates to assessing, maintaining and improving job knowledge, career enhancement and mandates of accrediting agencies.
  • Ability to manage multidisciplinary continuing medical education and training programs: Emergency Medical Technician Training, Resuscitative Medicine/Life Support, annual recurring training, Newcomers Orientation Program, ongoing in-service training program for the medical group.
  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

    Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025.
