Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Responsibilities

  • Act as point of contact and advisor for auditors, inspectors, and investigators for explanation and justification of overall local policies and procedures used to account for property.
  • Develop, prepare, and coordinate materiel-fielding plans and agreements.
  • Research, analyze, interpret and apply rules, regulations, and procedures.
  • Serves as Property Book Officer managing property accountability.
  • The program is characterized by the management of the inventory scheduling of Hand Receipt Holder Accounts and proper and timely keeping of all account property records.
  • Responsible for development and assessment of deployment and fielding plans to assure that training, distribution and support planning are substantive and accurate.
  • Screens lists of excess property and supplies for the purpose of redistributing such items throughout the program office.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This is an Army Acquisition, Logistics and Technology Workforce position. This position requires certification at Level II in Acquisition Career Field Life Cycle Logistics within 24 months of entrance on duty.
  • This position has a Temporary Duty (TDY) or business travel requirement of 50% of the time.
  • This position may require the incumbent to move and/or lift items that weigh in excess of 30 pounds.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1) Managing an organization's property procurement, authorization, utilization, and disposal program; 2) utilizing automated systems to maintain property control records and accountability, such as Property Book Unit Supply Enhanced (PBUSE); 3) inventory management; 4) utilizing supply information systems/software to review and research data; and 5) identifying and resolving supply discrepancies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.
