Summary

About the Position:
This position is located at the Mark Center Building in Alexandria, VA. The Mark Center is the new location for the Washington Headquarters Services of the United States Department of Defense and a number of other DoD agencies.

This is a Direct Hire Authority solicitation.

Responsibilities

  • Evaluate responses to solicitations for price reasonableness, cost realism, and adequacy of competition.
  • Interpret and/or apply relevant laws, regulations, policies, standards, or procedures to specific contracting issues.
  • Perform contract pre-award functions to include: determining method of procurement and contract type, documenting the acquisition strategy, and obtaining appropriate approvals.
  • Process, award, administer, and manage Commercial Contracts, Indefinite Delivery, Indefinite Quantity (IDIQs), and Basic Purchase Agreements (BPAs).
  • Process actions using Procurement Desktop-Defense (PD2) Contract Writing System.
  • Process actions using Procurement Integrated Enterprise Environment (PIEE).
  • Train and mentor junior team members.

  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This is an Acquisition and Technology Workforce position. The employee must meet DoD 5000.52-M requirements applicable to the duties of the position.
  • This position is subject to the statutory requirements of the Defense Acquisition Workforce Improvement Act (DAWIA).
  • Must fully comply with the provisions of the DoDD 5500.07 Standards of Conduct and DoD 5500.07-R The Join Ethics Regulation (JER).
  • May be required to work other than normal duty hours, which may include evenings, weekends and/or holidays. Work may occasionally require travel away from the normal duty station. May be required to travel on military and commercial aircraft.
  • Must fully comply with the provisions of the 5 CFR 2635 Standards of Conduct for Employees of the Executive Branch and 5 CFR 3601 Supplemental Standards of Conduct for Employees of the Department of Defense.
  • This position requires a Level III functional acquisition certification. You must obtain this certification within 24 months of your start date.


Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Basic Requirement for Contract Specialist:

Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes applying acquisition or procurement regulations to actions; reviewing contracts for compliance; conducting contract pre-award and/or post-award functions; advising and/or mentoring others on negotiating, awarding and administering contracts; and providing acquisition planning. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
