Responsibilities

  • You will manage the NRL corporate conference facilities and be the primary system administrator for the IT systems and peripherals within these facilities.
  • You will be responsible for operating, patching, updating and assessing security vulnerabilities for all hardware, software and peripherals in the corporate meeting facilities to include NRL/DoD/DON security requirements.
  • You will manage the IT efforts that span NRL's corporate conference facilities for IT system administration, security implementation and associated tech documentation.
  • You will oversee and develop the IT system Certification and Accreditation program under the DoD Information Assurance (IA) Risk Management Framework (RMF) for the VTC/Bridge and associated components.
  • You will install, configure, and maintain hardware to include Cisco/Tandberg Video Tele-conferencing endpoints, Video Multipoint Bridge, ISDN and Network Gateways.
  • You will be responsible for renewing yearly service contracts requiring outside technical support for the projection and video- teleconferencing systems.

Qualifications

This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: adhering to information systems security information assurance and regulations to support operations for the networking environment. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency includes: translates functional requirements into technical requirements. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example,technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency includes: communicates policies, procedures, regulations and directives to management to keep them informed of situations impacting information assurance. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: ensures information systems are operated, used, maintained, and disposed of in accordance with security policies and practices.

In addition to your experience demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-05/10) or pay band (NO-02) in the federal service or equivalent experience in the private or public sector performing most or all of the following duties: 1) planning, coordinating, scheduling, promoting, operating auditorium and video teleconference (VTC) production support for a large complex military research installation; 2) ability to determine the most effective techniques to use in obtaining desired results from services; 3) knowledge of IT systems computer operations, functions and capabilities including windows based operating systems; 4) developing comprehensive policies, procedures and techniques to carry out and manage professional, in-depth IT systems evaluations and make recommendations as to the posture of all relevant information systems and networks; 5) providing effective IT solutions by using critical thinking skills and troubleshooting methodology.

Education

In lieu of the above specialized experience under the Qualifications Section, your resume must demonstrate that you have have successfully completed a Ph.D. or equivalent doctoral degree OR you have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Note: A combination of education and experience totaling 100% is acceptable.
