This position is located in the Department of Health And Human Services, Office of the Secretary of Health and Human Services, Biomedical Advanced Research and Development Authority (BARDA), Division of Contract Management and Acquisitions (CMA),located in Washington, District of Columbia.

Responsibilities

  • Serving as a senior level Contracting Officer and lead business authority for financial assistance and contracting issues.
  • Advising staff and/or team on the selection and application of contractual and/or problem solving methods to be employed to meet program objectives and policy/regulatory requirements.
  • Providing interpretation of contract provisions for contractor and program officials.
  • Analyzing proposals and applications for conformance with solicitation or program announcements.
  • Administering a variety acquisitions including, but not limited to, all cost type FAR based contracts, cost-sharing awards, fixed price contracts, and novel procurement authorities such as other transaction and prize authorities.

Qualifications

Applicants must demonstrate that they meet the Basic AND Specialized Experience requirements as noted below.

Basic Requirement: You must meet one of the items listed below (A and B, or C):

A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years' experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
AND
B. Completed a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (Must submit transcript/or multiple transcripts)

OR

C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. (Must submit SF-50 or multiple SF-50 to meet the exception from January 1,2000)

Specialized Experience, GS-14: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service that includes the following:
  • Utilizing price/cost analysis techniques, such as learning curve analysis and cost/price estimating relationships for contractor's proposals, pre-negotiation positions and a wide variety of post-award procurement actions
  • Applying contract administration policies and procedures to administer and monitor contractor performance on complex contracts covering major programs and prime contractors with a large number of subcontractors; and
  • Performing negotiating techniques for major unsettled change proposals, special agreements, and pricing arrangements for actions involving government and contractor program obligations.

If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
