Summary

The Education Division's Management and Professional Development Education group has an opening for an education specialist to develop instructor-led, in-person and virtual leadership and management education programs for court supervisors and managers and professional development programs for nonsupervisory court personnel. Travel is required.

Responsibilities

Please note, this announcement refers throughout to "in person programs" and travel for such programs. Due to COVID-19 the Center is not conducting in person programs or official travel at this time. When the Center's Director determines it is safe to resume such activities this position will involve travel and presence at in person programs. But until such time all programs will be conducted virtually.

MAJOR DUTIES:
  • Design, develop, deliver, and evaluate in-person and virtual educational programs for court personnel based on (1) generally accepted principles of adult learning and (2) identified competencies tailored for specific court audiences.
  • Assess training needs and determine the most effective ways to deliver education programs for federal judiciary personnel.
  • Assess, design, and develop customized training programs.
  • Diagnose organizational problems and recommend appropriate solutions.
  • Work collaboratively with judges, executives, managers, supervisors, advisory groups and planning committees, academics, Center staff, and consultants to produce and maintain education programs.
  • Train and assist selected faculty in effective teaching and facilitation methods appropriate for an audience of highly educated and accomplished professionals.
  • Make curriculum and programmatic changes as required to address emerging and evolving priorities.
  • Teach content, facilitate discussions, and coach participants and faculty.
  • Oversee each step of travel-based, in-person programs, including the site selection, preparation of funding and authorization documents, curriculum program design, faculty selection, communication, materials production, and program evaluation.
  • Monitor and guide the work of assigned staff members in consultation with the assistant division director and/or the Education Division director and deputy director.

Qualifications

MANDATORY QUALIFICATIONS:
  • A graduate degree in education, instructional design, law, management, leadership, one of the social sciences, one of the behavioral sciences, or a related field.
  • A minimum of five years of work experience in the education and training field.
  • Substantial experience in curriculum design and development.
  • Experience with instructional delivery.
  • Excellent writing skills.
  • Excellent project management, verbal, presentation, and computer skills.
  • Strong interpersonal skills with the ability to work collaboratively.
DESIRABLE QUALIFICATIONS:
  • Experience as a supervisor or manager.
  • Familiarity with competency-based learning.
  • Experience developing virtual education programs (e.g., webinars, eLearning, podcasts, etc.).
  • Familiarity with principles and practices of organizational development.
  • Familiarity with web conferencing technologies such as Microsoft Teams and Adobe Connect, and collaborative technologies such as SharePoint and online forums.
  • An understanding of the constitutional basis, mission, organization, and independence of the federal judiciary.


Education

A graduate degree in education, instructional design, law, management, leadership, one of the social sciences, one of the behavioral sciences, or a related field.

Additional information

The starting salary is set at $128,379. This position falls in the Center's pay band VI which has a salary range up to $199,088. For a successful candidate not currently a member of the Center staff, a higher starting salary, not to exceed $134,798, may be considered if the candidate furnishes proof that his/her current salary falls above the pay band VI minimum salary of $128,379, in which case the Center would match that salary up to the starting salary limit of $134,798. This is the maximum starting salary, and it is non-negotiable. If the successful internal candidate's salary falls above the range minimum that salary will be matched up to his/her current salary.

Federal government benefits are applicable. An array of supplemental benefits are also offered including a transportation subsidy and a flexible benefit program allowing for pre-tax deductions for health insurance, health care, dependent care, and commuter expenses. The FJC is located in the Thurgood Marshall Building, conveniently situated to public transportation directly beside Union Station. The Marshall Building houses a child development center and a health fitness facility for its tenants.

The position is located in Washington, D.C. However, due to the COVID-19 pandemic all Center staff are currently working remotely. The selected candidate must be prepared to resume work in the Thurgood Marshall Federal Judiciary Building in Washington, D.C. when the Center resumes its normal operations. At that point, the Center provides telework options subject to supervisory division director approval.

This position does not carry the tenure rights of positions in the competitive civil service.
