This position is in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veterans Integrated Service Network 6 (VISN 6), at the Central Virginia VA Health Care System, a complexity level 1A facility in Richmond, Virginia. This position works under the administrative supervision of the Assistant Chief of Nutrition and Food Service.

Responsibilities

Major Duties, but not limited to:
  • Oversee quality and quantity of work performed in the Nutrition Call Center (NCC) and nourishment areas.
  • Independently coordinates the daily operation of the NCC using established procedures.
  • Supervises the NCC staff including performance appraisals and supporting a positive labor/management environment.
  • Counsels employees as necessary, addresses informal complaints and grievances through discussion with employees and Union representatives.
  • Follows established safety and sanitation procedures and instructs subordinates in these procedures and practices.
  • Ensures self and direct-report employees receive and complete all mandatory training timely.
  • Oversee all aspects of Computrition, utilizing the program to print dietetic reports and labels.
  • Utilizes knowledge of regular and modified diets to make necessary diet changes on menus and trays.
  • Records and enters encounter data and events into electronic databases and systems.
  • Interview new admissions and low-risk patients as assigned and accurately documents in the electronic record information.
  • Approve leave and premium pay requests in the time and attendance system and ensures timecard accuracy.
  • Provides guidance to all wage leaders, and wage grade employees about food service-related work assignments and is accountable for the quality and quantity of work performed in the food service areas.
  • Collects data and information for quality improvement reports, makes suggestions for improvements. Maintain accurate records of data collected within the service.
  • Responsible for overseeing and documentation of orientation for new employees.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/13/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5 . The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS -5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: managing technical and administrative activities in support of a Nutrition Call Center. The primary duties of the position are to oversee the technology and administrative operations of Computrition, a third-party software application, and be the face of Nutrition and Food Service customer service program in providing specialized quality services to Veterans in the management of the Room Service style meal dining model. Duties requires an incumbent with exceptional computer skills, proper phone etiquette, proficiency in special dietary procedures, a broad knowledge of routine modified diets, combinations of diet modifications and knowledge of computer programs including but not limited to dietetics software applications such as Computrition, VISTA, CPRS, GetWell Network, etc.

    Education: One full year of graduate education meets the requirements for GS-07 (transcript is required).

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work requires walking, standing, bending, lifting and carrying items, such as food trays, instruction material, books, and manuals. Requires long periods of sitting and moving about in an office environment. Must be able to adjust to rotating days off and to alternate shifts on holidays. May require alternating shifts on weekdays and weekends.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
