As Organization Development Specialist within Business Operations Deputy Area (Strategic Planning Budget & Accountability), duties include managing a portfolio of Organization Development projects that involve strategic planning, change management, cultivating communities of practice, and performance improvement activities supporting the Forest Service.

Responsibilities

  • Serve as an expert advisor and internal consultant for organizational performance issues, process improvements, performance management, and organizational evaluation processes.
  • Lead efforts to develop strategies, organizational structures and processes, and project initiatives to improve current and future program execution
  • Apply organization improvement and development principles in designing consultative interventions to develop, implement, and evaluate strategies enhancing organizational performance and overall productivity.
  • Collect feedback, analyze trends, identify problem areas, recommend corrective action.
  • Select appropriate management study techniques and develop final reports.
  • Conduct feasibility analysis and develop project plans and milestone schedules.

Qualifications

Specialized Experience Requirement:

For the GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as experience applying performance management or monitoring and evaluation principles and approaches to assess program or organizational performance using data and other information. Developing recommendations, using data and information, to improve organizational performance, processes, procedures, and policies. Demonstrating familiarity with capacity building approaches or facilitation that help implementation of performance initiatives. Conducting data analyses; preparing, writing, and evaluating formal and informal correspondence, reports, statistics, and analytical documents for senior level officials. Coordinating a variety of administrative projects and providing expert analytical and technical advice.

For the GS-13: You must have one year specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as experience participating in inter-disciplinary efforts to improve business and management efficiency, increase data-driven decision making, and applying principles of monitoring and evaluation to assess program or organizational performance. Using established frameworks or approaches such as logic models, theories of change, or human-centered design to develop solutions for program or organizational performance. Researching and investigating organizational inefficiencies to initiate change management and process improvement ideas. Using design thinking, customer experience or capacity building approaches to develop and evaluate strategies to improve organizational or program performance, decisions, and corrective actions. Leading efforts to develop strategic planning processes to improve business processes.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Career Transition Assistance Plan (CTAP), Reemployment Priority List (RPL) or Interagency Career Transition Assistance Plan (ICTAP): To exercise selection priority for this vacancy, CTAP/RPL/ICTAP candidates must meet the basic eligibility requirements and all selective factors. When assessed through a score-based category rating method, CTAP/ICTAP applicants must receive a rating of at least 85 out of a possible 100.
