Summary

The Capital Projects and Facilities Management Division is responsible for capital projects, building operations, and facilities maintenance support functions. The incumbent will support the Division's project managers and designated Contracting Officer's Technical Representatives in planning, developing, implementing and executing program and financial related functions involved in monitoring and executing the Courts' projects and initiatives.

Responsibilities

Brief Description of the Major Duties:
  • Provides technical support principally to the division's Project Managers, contracting officer's technical representatives, and the Capital Projects Branch Chief, in the completion of projects
  • Assists in the development, review, amendment and execution of projects and facility maintenance plans, as well as reviews contractor plans and documentation in response to contractual performance
  • Confirms the accurate submission of all invoices and verifies that payments made on projects and initiatives are in accordance with the governing contractual documents, as well as with the Courts' applicable payment processes that comport with the Prompt Pay Act
  • Reviews and maintains a file of all materials relative to contract administration such as modifications to contract documents, responses or directives to the contractor, addenda memoranda, final acceptance records for documentation purposes, and transmittals
  • Provides preliminary reviews and evaluation of shop drawings, samples, catalogue cuts, specifications, and technical plans submitted by various contractors. Helps to ensure that contractors are in compliance with contract documents, courts' standards and policies and procedures of the District of Columbia Courts, as well as with any applicable Federal and local statutes
  • Uses best practices, industry standards and program requirements, conducts periodic site visits for the purpose of quality assurance surveillance and to otherwise ensure that field personnel are performing work in accordance with specifications or contract documents
  • Prepares and maintains automated statistical and other empirical data on all disbursements and payments made in the Division
  • Ensures that the Division's standard operating policies are followed and assists in the development of standards and procedures to be used by various contractors in accordance with directives, building codes and applicable laws
  • Collaborates with the Administrative Services Division to ensure appropriate contracting documents are in place to support the project or initiative
  • Assists in the training of other employees and vendors in accounting techniques and controls, and otherwise ensures that all employees are kept informed of new regulations and procedures regarding financial matters. Implements directives to ensure compliance with the Courts' fiscal policies records for documentation purposes, and transmittals
  • Reports, through formal reports and presentations the results of statistical analyses, including information in the form of graphs, charts, and tables
  • Communicates effectively both orally and in writing as well as, develop and present power point presentations to different stakeholders
  • Evaluates sources of information in order to determine any limitations in terms of completeness, reliability or usability

Qualifications

Minimum Qualifications:

A High School Diploma plus seven (7) years of administrative experience that includes at least one year of project management experience.

Experience with maintaining and operating automated systems for monitoring, disbursement, and reporting of funds is required.

Education Substitution:

A Bachelors degree plus three (3) years of administrative experience that includes at least one year of project management experience.

A Masters degree plus one (1) year of administrative and project management experience.
