Summary

This position is part of the Credit Policy Division within the Office of Financial and Portfolio Management. The incumbent supports the Credit Policy staff in the credit review of complex project and corporate loans.

Responsibilities

As a Credit Policy Analyst, you will support the Credit Policy staff in the credit review of complex project and corporate loans by performing the initial credit review of packages submitted by origination officers; reviewing commitment letters and draft loan agreements to ensure consistency with approved term sheets; drafting comments for the Credit Committee and the report to the Chief Executive Officer (CEO); and conducting research on topics related to DFC-Defense Production Act (DPA) transactions and portfolio risk. Specifically, you will:

Review credit memos for completeness, deficiencies or missing information. Based on initial analysis, provide preliminary credit assessment, summarizing credit quality strengths and weaknesses for senior staff to review. Present and defend conclusions as to project viability orally and/or in writing. Recommend a course of action and participates in meetings with origination teams to outline conclusions and recommendations.

Prepare financial spreads of annual and quarterly financial statements for new and existing projects and sponsors using appropriate software.

Review credit papers and develop questions and comments to be used in discussions with internal project teams.

Review draft commitment letters and loan agreements to ensure they are consistent with the approved term sheets.

Conduct research on topics related to DFC-DPA transactions and portfolio risk, e.g. bank credit risk, renewable energy, etc.

Maintain records on deal structure to ensure consistency across sectors, e.g., financial ratio covenants, etc.

Participate in the review of projects for compliance with credit policies and procedures and applicable underwriting standards. As directed by the Director, Credit Policy Group, attends various other DFC-DPA committees in order to provide credit quality review.

Assist in detailed credit assessments of new finance projects as presented by originating teams and assist senior level staff in providing teams with guidance as to the quality and shortcomings of the proposals and recommending modifications to such proposals to meet DFC-DPA program and industry credit standards.

Qualifications

Applicants must meet all eligibility and qualification requirements no later than 30 days after the closing date of this announcement.

You may qualify at the GS-09 level, if you fulfill one of the following qualification requirements:

A. You must possess one (1) year of specialized experience equivalent to the GS-7 grade level in the Federal service that demonstrates your ability to work with financing concepts, principles, accounting techniques, and practices, especially as they relate to domestic project financing and credit analysis; work with credit analysis, including financial statement analysis, credit investigation and industry analysis; corporate finance; and conduct qualitative and/or quantitative analysis.

OR

B. I have a master's or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.B. or J.D degree. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include finance, business administration, economics, accounting, engineering, mathematics, banking and credit, law, statistics, or other related fields.

C. A combination of education and experience as listed above.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
