Summary

As a National Bank Examiner Senior Advisor to the Senior Deputy Comptroller (SDC) for Midsize Community Bank Supervision (MCBS), you will serve as an expert advisor to the SDC on the formulation and implementation of a broad range of policies and procedures relevant to the effective and efficient supervision of national banks and federal savings associations.

Responsibilities

As a National Bank Examiner Senior Advisor to the (SDC) for (MCBS), you will:
  • Assist in the formulation and implementation of policies and procedures by overseeing special projects and coordinating with MCBS and Headquarters units in order to provide expert advice to the SDC on a broad range of issues affecting the national banking system, financial institutions and OCC policies and operations.
  • Advise the SDC on long range implications of new developments, innovations and trends in the financial services and banking industries. Analyze implications and impact of proposed regulatory policies, programs and practices of the OCC and recommends courses of action.
  • Represent the SDC on a broad range of supervision, operational, and planning matters and reviews of proposed and final policies, advisory letters and other issuances. In addition, represents the SDC at conferences and in meetings with other federal government agencies and banking organizations.
  • Provide leadership to ensure supervisory philosophies are effectively communicated, implemented and measured. Participate in senior level cross-unit meetings. Work closely with OCC divisions.
  • Review correspondence, periodic and special reports and other materials directed to the SDC; prepare correspondence of a technical nature; review materials to be signed by the SDC and recommend changes to the originating office as needed.

  • This position requires a National Bank Examiner (NBE) commission reflecting the incumbent is authorized to sign Reports of Examinations (ROEs) for national banks and federal savings associations.
  • Complete a one-year trial period (unless already completed).
  • Complete a background investigation (unless already completed).
  • Sign a statement that you are voluntarily leaving the competitive service for a position in the excepted service, if applicable.
  • Travel overnight or locally on a frequent basis.
  • Obtain and use a Government-issued charge card for business-related travel.
  • File an Executive Branch Confidential Financial Disclosure Report (OGE 450) and an OCC Financial Disclosure Form.
  • Complete a financial disclosure review and resolve any ethics issues.

Qualifications

You must meet the following requirements within 30 calendar days after the closing date of this announcement:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-VI band level. Examples of specialized experience for this position include:
  • Managing or leading bank and thrift supervisory programs or processes; OR
  • Serving as an advisor or consultant to management on bank and thrift supervisory problems, issues, and other technical matters.

AND

Selective factor: You must also possess a National Bank Examiner (NBE) commission reflecting that you are authorized to sign Reports of Examinations (ROEs) for national banks and federal savings associations.

The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
