Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
For the GS-13 grade level:
One year of specialized experience, equivalent to the GS-12 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Budget Analyst. For this position, the specialized experience is experience in the concepts, principles, practices, laws, regulations, OMB and Departmental policies and directives which apply to budgeting for substantive national programs and services and used to prepare or review apportionments, transfers, budget proposals and tables, justifications, OMB MAX submissions, issue papers, and budget-impact analyses.
For the GS-14 grade level:
One year of specialized experience, equivalent to the GS-13 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Budget Analyst. For this position, the specialized experience is experience in the concepts, principles, practices, laws, regulations, OMB and Departmental policies and directives which apply to budgeting for substantive national programs and services and used to prepare or review apportionments, transfers, budget proposals and tables, justifications, OMB MAX submissions, issue papers, and budget-impact analyses. Experience communicating budget results to management.
THE SUBSTITUTION OF EDUCATION IS NOT QUALIFYING AT THE GS-13 AND GS-14 GRADE LEVELS.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities
- Performs a wide variety of administrative, technical, and analytical duties connected with program and functional related activities during all phases of the planning, programming and budgeting cycle.
- Provides input to senior program managers and agency personnel outside of the organization on alternatives, and budget implications of proposed policies.
- Compile and present data from agencies within USDA to senior staff and executives within the organization needed to fulfill Congressional directives, data requests from OMB, and to inform policy officials about program operations.
- Supports development of budget for the organization that is consistent with legislative guidance and makes most efficient and effective use of resources and expenditures.
- Serves as the Departmental intermediary between OMB and relevant agencies.
- Ensures accuracy of budget formulation and execution documents to enhance clarity of budget request and ensure proper transactions.
